PURPOSE OF POSITION


Further, accountable for recommending strategies and approaches to dealing with complex compliance and key industry issues, development of regulatory framework(s) as it related to various Market Conduct oversight/supervision activities.

KEY RESPONSIBILITIES- Leading and/or providing regulatory thought leadership, advice, and technical expertise for the establishment of expert working/ technical advisory committees at the provincial and national levels.- Understands FSRA's mandate as a risk based integrated financial regulator and helps build knowledge of the structures, operations, programs and products of the Property and Casualty/Auto insurance sector and health service providers' billing practices and business systems.- Leading the conceptualization, development, implementation, evaluation and negotiation of strategies, business plans, and service objectives to drive FSRA's financial services market conduct supervisory agenda and options on legislative/regulatory framework.- Acting as a special advisor/technical expert for the development, implementation and revision of financial services supervisory framework, processes, qualitative/quantitative performance indicators, benchmarks, and risk assessment/management measures to support the regulation of the financial services industry in Ontario.- Providing authoritative strategic advice and technical expertise on supervisory and regulatory strategy options, solutions, and recommendations to address current and emerging financial services sector and significant, complex and/or sensitive regulatory issues in Ontario and other jurisdictions.- Assists the Head of Insurance & Senior Manager in the implementation of the department's strategic plan including assisting in operationalizing new programs as well as supports on policy making and/or communication matters, industry engagement or other duties as required.


QUALIFICATIONS
Education and Experience- University degree in business, economics, law, accounting or other relevant field. Demonstrated knowledge of socio-economic theory and principled-based regulatory policy development to achieve harmonized regulatory supervisory outcomes in an integrated regulatory environment.


Knowledge and Skills- Proven leadership skills to establish/lead expert technical advisory committees and project teams of internal staff and external industry experts.- Demonstrated skills to identify and lead the analysis of a wide range of high profile and diverse and emerging industry and public stakeholder trends, issues and needs requiring close supervision.- Demonstrated presentation and facilitation skills to explain and promote a supervisory approach or strategic options and to present research results/analyses to executives.- Demonstrated written communication skills to prepare complex analyses, detailed strategies, supervisory frameworks, programs, consolidated results and presentation materials.- Proven relationship management and consensus building skills to develop and maintain key stakeholder relationships and partnerships and to represent FSRA on inter-jurisdictional committees.
