Position Summary:

Reporting to the Chief Administrative Officer, the Housing Manager administers the Housing Program of the Musqueam Indian Band.

The Manager resources and negotiates goods and services contracts required to construct and maintain member owned, rented or leased housing and grounds.

Overseeing contractors, the Manager is responsible for ensuring quality products and services are provided to the Musqueam Indian Band. The Manager develops an annual departmental budget and ensures that departmental work remains compliant with it.

The Manager interacts with other governments' agents and locates sources of funding through their various programs to facilitate the Housing Program.

Roles & Responsibilities

  • Plans, develops, and coordinates housing maintenance and construction through staff or contractors. Prepares tenders, opens bids, negotiates and contracts with successful contractors, oversees construction and makes inspections to ensure construction and maintenance work is within the quality requirements of the Musqueam Band.
  • Develops budgets and business plans as required to provide financing for the housing program and works with the Controller, Banks, government agencies and/or other organizations as required to arrange financing for housing construction.
  • Produces month end financials and year end draft financial statements, variance analysis and other reports as directed.
  • Ensures that monthly rents are collected and correctly allocated. Takes appropriate action to deal with arrears.
  • Oversees the maintenance of a prioritized list of Band members seeking housing.
  • Oversees the maintenance of a prioritized list of housing maintenance and repair projects.
  • Develops, implements and manages a preventative maintenance program for all member owned, rented or leased housing and grounds.
This program will ensure the following is developed and administered:

inventory of assets; stock control system to keep track of maintenance materials; list of maintenance activities to be carried out; condition rating system to identify repairs and replacements; system to catch defects while at the "nuisance" stage; set of standards for preventative maintenance activities; system for developing annual budgets and work programs; work order system to authorize work and incur costs; method of collecting date and reporting results.


  • Working cooperatively with the Public Works Manager to deal with common issues and realize efficiencies with respect to utilization of staff and contractors.
  • Responds to enquiries from Band members regarding the status of the housing list and/or the scheduled repairs and maintenance list
  • Assists, advises and recommends to the CAO, Chief and Council, and Housing Committee, policies and programs governing Housing.
  • Manages all housing department staff including casual staff; schedules staff, appraises performance and trains staff as required. Oversees contractors and contract employees as required.
  • Prepares and presents annual department budget submissions. Manages the Departmental budget and ensures that the departmental spending remains on target. Prepares budget variance reports and submissions for budget amendments and budget increases.
  • Ensures that all transactions conducted in the course of work are accurate and adhere to legislative requirements, Band policy, and standard financial Practices.
  • Keeps uptodate on latest trends and changes in construction and maintenance. Maintains a current general knowledge of building codes, safety regulations, and other similar legislation.
  • Develops and maintains effective working relationships with colleagues and outside agencies.

KNOWLEDGE, SKILLS AND ABILITIES

  • Skill and knowledge usually attained by successful completion of a Post-Secondary degree or certificate in Accounting, and/or Business Administration or an equivalent combination of skill, knowledge, and experience.
  • Training in computerized accounting setting; or an equivalent combination of skill,
  • Related experience in work planning, budgeting, financial reporting, reconciliation and variance analysis; excel and Word is required.
  • Knowledge and experience in contract negotiation and contracting of building construction and maintenance.
  • Knowledge and experience in development of project proposals; development and implementation of budgets; and project management.
  • Knowledge and experience of similar program delivery in the context of Musqueam or First Nations culture and history.
  • Knowledge of building construction and maintenance methods and materials.
  • Knowledge of Housing and Maintenance program delivery on Reserve, including knowledge of INAC and CMHC new housing and renovations funding programs an asset.
  • Knowledge of Housing program policies and of policy development;
  • Ability to use tact and good judgment in dealing with sensitive and complex issues.
  • Ability to maintain confidentiality
