About Our Opportunity:


If you are searching for a rewarding career opportunity, we have an exciting opportunity for you to explore as a Program Officer with ENS.

As a Program Officer you will report to the Contract Liaison Manager and work as part of a Contract Management Support unit that supports the administration of contribution funding agreements related to the third-party administered employment services and programs.

In this role you will support the development and management of contribution agreements/organizational funding agreements through the entire agreement life cycle with applicants and agreement holders who deliver employment programs offered by ENS, specifically employment services agreements.


Primary Accountabilities:

As a Program Officer in the Contract Management Support unit, you will be:

  • Providing ongoing support for the management of funding contribution agreements
  • reviewing and verifying agreement holder progress reports, issuing funding payments, conducting activity and financial monitors on and with agreement holders, and performing agreement closeout activities, including determining over/underpayments;
  • Analyzing and evaluating the effectiveness and success of contribution agreements and completing agreement; and
  • Assisting in the development of contract management tools and processes that enhance the compliance and accountability of ENS contribution agreements.

Qualifications and Experience:


Other requirements that must be met include: knowledge of budgeting and cash flow forecasting in order to analyze the viability of budgetary proposals submitted by project proponents; and knowledge of payroll and financial record-keeping systems, methods and practices in order to understand and monitor the expenditure of LSI's contributions to projects and to ensure that the sponsor complies with the legal requirements in respect to payroll deductions.


You have excellent communication skills (oral/written) and interpersonal skills, and you are skilled at navigating difficult conversations with the public or stakeholders.

You are a self-starter with a high degree of personal initiative and integrity, who is able work under mínimal supervision, and comfortable working in team environments while valuing an inclusive workforce.

You possess time management skills, able to multi-task, identify competing priorities and prioritize your responsibilities.

You have a strong attention to detail, can undertake analysis, evaluate proposals, and you think clearly and critically, and demonstrate judgement and problem-solving skills and are able to make difficult decisions in a timely manner.

While not required, the following will be considered assets:

  • Experience in delivering Employment Programs to individuals and/or communities.
