Job Posting

  • Reporting to the Manager, Asset control & Service Delivery, the Parks & Recreation Planning Technician contributes to work of the Works Control team with broad technical knowledge of geography, geographic information systems, quantitative methods, and data management. The position is responsible for gathering and maintaining data including demographic and other statistical data, landforms, and other data, undertaking analysis, and communicating such information in a variety of means such as digital and hard copy maps. These include statistical tables, graphs, text and that are primarily based upon GIS tools and which are well presented and graphically attractive.

DUTIES AND RESPONSIBILITIES:


  • Ensures customized and standard maps, and statistical tables meet corporate standards
  • Works proactively and cooperatively with staff in developing procedures and standards for data collection, integration and presentation related to parks and open space and recreation facilities, as well as methods to reduce duplication and data entry errors
  • Inputs new and current park assets and conditions of park assets into Enterprise Asset Management Asset Registry database
  • Develops and executes quality assurance checks and quality control procedures
  • Implements, modifies, and executes procedures for data integrity and security
  • Assists in the design, development, and creation of databases
  • Ensures files and data are maintained and managed on a regular basis
  • Manages operation of GIS equipment and software
  • Assists in preparing Data Licensing Agreements with third parties and customizing associated agreement schedules as required (to ensure proper understanding as to any costs or restrictions on data use)
Research and Information Delivery

  • Manages the parks database, including identification of park types, park names, and features
  • Exports GIS data using industry standards for use in other systems or for distribution
  • Performs spatial queries and analysis using a variety of GIS programs, relational databases and quantitative methods
  • Conducts research, collects and prepares statistics for parks and open space and recreation facilities (using quantitative methods) for Council, staff, management, and the public as needed
  • Maintains procedures and update queries of parks and open space and recreation facility statistics for annual reports and regional studies for council. Generates specific statistics for customized areas and projects
Project Coordination and Cooperation

  • Represents Parks & Recreation in various capacities as a technical resource on interdepartmental committees
  • Generates reports and products from geographic databases and related systems, to meet the needs of the organization and its business units
  • Determines the technical needs of projects and the time frame of each task to accomplish the required objectives
  • Uses project management skills to manage and deliver projects within strict deadlines
  • Communicates effectively both orally and in writing; deal courteously with elected officials, coworkers and clients
  • Other related duties as assigned

QUALIFICATIONS

Education & Experience

  • Twoyear diploma in Geomatics from a recognized institution.
  • Minimum two years' work experience in a technical position in a geomatics environment, preferably in a municipal government setting
  • Minimum one year of work experience with quantitative methods, ESRI, ArcInfo, ArcView and/or ArcGIS suite of products
  • Must have general knowledge of parks, open space, and recreation planning and quantitative methods
  • Access to reliable transportation required for meeting attendance throughout the municipality
  • An equivalent combination of education and experience may be considered

Technical/Job Specific Knowledge and Abilities

  • Comprehensive working knowledge of ESRI products such as ArcInfo, ArcView and ArcGIS (Desktop and/or Online)
  • Proficiency with accessing and querying data using spreadsheets (MS Excel), and databases (Oracle, SQL Server, MS Access)
  • Extensive interpretation skills with respect to municipal information, with specific regard to parks and open spaces and recreation facilities
  • Strong data maintenance and quantitative methods skills
  • Thorough knowledge of cartographic concepts, design and layout
  • Excellent customer service skills
  • Ability to interpret aerial photography and integrate scanned images into GIS
  • Ability to interpret maps and work with scales
  • Familiarity with other GIS, Computer Aided Design (CAD) and database software
  • Solid knowledge of other geomatics technologies and related software, e.g. Global Positioning System (GPS)
  • Solid understanding of file management, records management and privacy regulations
  • Demonstrated project planning and management skills
