This is a senior management position which leads the Building Design and Construction Section in providing client focused services through the planning and design of building construction and renovation projects in Government buildings as well as buildings operated by client Departments and Agencies.

This position also provides advice to the Director and Deputy Minister on issues relating to the planning, design and construction associated with Department projects.


Duties include, but not limited to:

  • Providing professional engineering services related to the planning, design and construction of new buildings and renovation or repair of existing buildings; as well as resolution or mediation of technical and contract disputes related to building construction projects;
  • Negotiating/resolving construction contract disputes with general contractors in an effort to limit potential expensive legal claims against the Province;
  • Providing options to Client Departments and Agencies on viability of renovation versus new construction of an existing facility, including planning, design, scheduling and costing information;
  • Providing high level cost estimation duties on major capital building projects as required by other Department's and/or Director or Deputy Minister;
  • Negotiating contracts, with consultants required for Department projects, and provide recommendation to Director or Deputy on acceptance of contract;
  • Preparing and monitor annual budgets for construction and renovation projects with associated work plans, as well as operating budget for Section;
  • Prepare briefing materials, memorandums to Executive Council and Treasury Board on issues that are pertinent to the Building Design and Construction Section;
  • Representing the Department with professional associations and other groups, organizations, firms, or individuals involved in the provision of services related to planning, design, construction of new buildings and renovation or repair of existing facilities;
  • Evaluating staff performance, determining training and development priorities.
  • Provide continuing education opportunities, participate with staff (mentoring) in career development and management development training;
  • Scheduling of major work activities and associated resources;
  • Providing leadership and guidance to staff in relation to their dealings with client departments and agencies;
  • Manage section staff and complete annual performance development plans;

Minimum Qualifications:


  • Must have a University degree in Engineering or Architecture, and a professional designation in good standing with the ability to obtain membership in the Association of Professional Engineers of P.E.I. or the Architects Association of PEI.
  • Incumbent must have extensive experience in design and construction work associated with building renovation and construction.
  • Must have demonstrated problem solving and decisionmaking skills.
  • Must have strong interpersonal and communication skills.
  • Must have extensive experience in building construction project management including (but not limited to);
  • Scheduling;
  • Cost estimation;
  • Design and tendering processes;
  • Construction detailing;
  • Commissioning and Warranty phase.
  • Experience in the use of computer assisted drafting software would be considered an asset.
  • Must have a proven ability to develop good working relations with external organizations and agencies.
  • Must have experience preparing and facilitating presentations to groups.
