The Assistant Fair Wage Officer assists in ensuring compliance with the Fair Wage Policy and the City's Labour Trades Contractual Obligations in the Construction Industry from manufacturers, suppliers and contractors bidding on City contracts.
In this role of Assistant Fair Wage Officer, you will perform the following major responsibilities:
- Reviews tender documents, engineering and architectural plans and drawings and specifications to determine construction sector, trade jurisdiction and fair wage rate to be used in accordance with the City's Labour Trades Contractual Obligations in the Construction Industry. Reviews data and requests missing information, identifies problem areas and undertakes negotiations/problem solving. Confers with Manager as required.
- Prepares and submits draft reports relating to compliance concerns for Purchasing and Materials Management Division, other City divisions, City Committees and Council for review and signature to Manager, Fair Wage Office to verify compliance or noncompliance.
- Conducts onsite inspections during work in progress as assigned by the Manager. Interviews personnel, inspects working conditions, conveniences, safety hazards and visible postings of Fair Wage schedules and Worker's Rights. Visually inspects and analyzes pace and quality of work. Climbs ladders, drives a city vehicle to various locations, takes measurements to determine and verify whether proper tradespersons are being used.
- Conducts random and scheduled head office payroll audits. Reviews payroll records and documentation to ensure compliance with agreed rates and performs calculations to identify noncompliance.
- Reports nonconformity of specifications to relevant officials and Manager. Liaise with contractors' representatives on disputes of construction trades and sector, union affiliations, rates of wages paid and negotiates compliance. Obtains withheld funds from contractor or departmental holdback and delivers payment cheques to employees.
- Collects and analyzes data on negotiated wage rates, fringe benefits, hours of work from trades' Collective Agreements for the annual Fair Wage schedules revisions. Establishes and maintains contact with labour and management groups in various industries to obtain updated information. Performs calculations and compiles changes for review by the manager.
- Acts as resource at meetings with nonunion, trade union and Construction association representatives to discuss schedules. Makes amendments to drafts for Council approval.
- Answers enquiries related to conditions of compliance with Fair Wage Policy and Worker's Rights Agreements
Key Qualifications:
1.
Post-secondary education in a business, human resources or other relevant discipline or the equivalent combination of education and experience.
- Possession of valid G license and ability to drive to multiple various locations within Toronto and GTA and ability to attain a Fleet Services Operator permit with G Class.
- Considerable experience with trade unions, collective agreements and labour legislation.
- Highly developed investigative, case management, analytical and problem solving skills.
- Computer skills including proficiency using a variety of software packages such as Microsoft Office Suite (Word, Excel, PowerPoint, Access, and Outlook) and developing spread sheets and presentations.
