Position Summary
This unionized position has hours of work that vary from season to season. Evenings and weekend work outside of normal operating hours is required.


Reporting to the Manager of Agricultural Services, the Transfer Station Operator is responsible for directing, receiving, coordinating, and supervising the delivery of waste material at Transfer Station locations, and other duties as assigned.


The incumbent works reasonably independently on a variety of assigned tasks and must have a broad working knowledge in all applicable areas.

Various Provincial, Federal, and Municipal legislation, regulations and policies must be adhered to.


Duties and Responsibilities
Under the supervision of the Manager of Agricultural & Environmental Services, the duties and responsibilities of the Transfer Station Operator include, but are not limited to, the following:

Transfer Station

  • Manage the Transfer Station resources assigned to the areas of responsibility including, receiving waste and recycling, directing disposal locations, working in inclement weather, organization of household appliances
  • Inspect waste loads for compliance and any environmental issues
  • Assisting with unloading, opening, and closing of bins, snow removal from bins, transporting recycle trailer to and from each site, and daily maintenance of site including picking up loose waste
  • Foster a working environment focused on continuous improvement and exceptional customer service
  • Provide guidance and direction to customers for waste delivery while on location and ensure customers are following all traffic safety rules
  • Training subordinates

Administration

  • Documentation and paperwork with regards to amounts and contents of waste loads to ensure compliance with standard operating procedures and transfer stations rules.

Other Duties

  • Ensure that Westlock County's Health and Safety Program as well as Occupational Health and Safety's standards are followed
  • Promotes a safe work environment, ensuring compliance with all government regulations, and Health & Safety policies and practices
  • Performs other related duties as required by the Manager of Agricultural Services, the Agriculture Fieldman and the Manager of Health and Safety
  • Participation on the County's Joint Health and Safety Committee as required
  • This position may be called to perform duties as required by the Director of Emergency Management during a State of Local Emergency
  • Performs other related duties as required by the CAO, Director, Manager, or Supervisor

Minimum Requirements

Education

  • High School Diploma or GED equivalent

Knowledge

  • Health and Safety and safe work practices including knowledge of WHMIS, and hazardous materials is an asset
  • Safe operation driving a truck and trailer, including hookup and backup of trailer
  • Understanding of Westlock County policies and procedures is an asset
  • Understanding of provincial regulations and policies is an asset
  • Dealing with difficult customers
  • 2+ years' experience is considered an asset

Other

  • Must possess a valid Class 5 drivers' license with an acceptable drivers' abstract
  • Previous experience will be considered an asset

Skills

  • Ability to work efficiently, effectively, and independently as well as within a team environment
  • Strong organizational and communication skills
  • Ability to handle public concerns in a professional manner
  • Ability to remain calm in the event of an emergency
  • Ability to operate a Westlock County truck and tow a trailer and be able to hook up and back up a trailer

Working Conditions

  • Physical demands exerting varying levels of physical effort. This includes moderate lifting up to 50 lbs., walking, standing, bending, twisting, climbing, pushing, pulling, reaching, driving, and carrying
  • Travel to worksites is required
  • Working alone at any of the transfer station locations
  • Hours of work vary from season to season. Evenings and weekend work outside of normal operating hours is required
  • Must be able to sit for long periods of time
  • Required to spend long hours concentrating which will require high attention to detail
  • Exposure to various weather conditions, periods of inclement weather with extreme cold or heat
  • Possible exposure to wildlife
  • Frequent interaction with the public and working with potentially difficult customers

HOURS OF WORK:


  • Regular Hours: Tuesday-Saturday, 11:00 a.m. to 7:00 p.m.
  • Winter Season: Wednesday-Saturday, 11:00 a.m. to 7:00 p.m.

COMPENSATION:


  • Probationary Rate**:
- **$24.71/hour

  • Permanent Rate $27.45/h
