Description:

This is a technical position with supervisory responsibilities reporting to a Coordinator in the Recreation Department. The incumbent of this specialized role is required to maintain qualifications and certifications specific to the area of assignment.

Individuals in this role are key resources who assist and provide specialized and technical guidance to the Coordinator and/or Manager overseeing the functional area.

The Recreation Specialist ensures that industry standards are adhered to with respect to program and service quality, operating policies and procedures, staff hiring and training requirements, and safety protocols.

The Recreation Specialist performs a variety of administrative work with supervisory responsibility.

Duties are performed independently under general direction of the Coordinator and/or Manager including designing, planning, organizing and promoting one or more segments of programs, activities, events and services in the area of technical expertise; operating and supervising recreation facilities; and recruiting, training and supervising staff, instructors, and volunteers.

The Recreation Specialist may also provide direct service including leading activities and programs as required.

This position is expected to exercise initiative and judgement within departmental policies and consult a supervisor when unusual or difficult matters arise.

Work performance is reviewed by a superior in terms of efficiency, quality and effectiveness of services provided.


The Training Requirements Manual pre-qualifications for this position are:

Completion of Grade 12:

Post-Secondary degree in recreation or related field and three years full-time equivalent experience in area of assignment; or two-year diploma in recreation or related field and five years full-time equivalent experience in assignment:

One-year supervisory experience:

Valid BC License to Practice Certificate
  • Early Childhood Education (ECE):



  • High Five Trainer

  • Principles of Healthy Child Development Quest 2 & Strengthening Children's Mental Health
  • to be completed within the trial period:

Standard First Aid and CPR Certificate

The City of Port Coquitlam's Recreation Department is looking for a seasoned professional for the role of Recreation Specialist Early Learning and Licensing working in the Preschool section of our Children's Services division.

This full-time position is responsible for providing both technical expertise as well as perform supervisor and administrative duties running the City's Early Learning and Licensing programs, and may require the incumbent to do facility supervision and potentially work evenings or weekend shifts.


Some of the key responsibilities of this position include but are not limited to:

  • Ensures City programs are in alignment with industry best practices and are responsive to community needs and interests
  • Researches, develops and implements standard procedures and ensures policies are adhered to for the safe functioning of facilities, services and programs specific to area of early childhood education
  • Leads program evaluations, supervises staff and instructors, reviews existing and provides input for new program delivery contracts
  • Ensures for proper orientation, training and on the job coaching of staff in order to meet required safety standards
  • Post-Secondary degree in recreation or related field and three years fulltime equivalent experience in area of assignment; or twoyear diploma in recreation or related field and five years fulltime equivalent experience in assignment
  • Oneyear supervisory experience
  • Valid BC License to Practise Certificate
  • Early Childhood Education (ECE)
