The Capital Planning Branch within the Treasury Board Secretariat (TBS) division in Treasury Board and Finance.

The TBS division is accountable for the government's budgeting, spending and reporting processes, including delivering the province's annual budget. The Capital Planning Branch is responsible for delivering the Capital Plan within the province's annual budget. In addition, this branch is responsible for leading the long-term strategic capital-planning framework for the Government of Alberta.

The branch oversees implementation of comprehensive capital planning policies, processes and standards used by all ministries, develops, maintains and reports on the Government of Alberta Capital Plan and develops strategies to meet the needs for maintenance and preservation of existing infrastructure.

The Capital Plan captures full life-cycle cost considerations with an understanding of long-term implications and the exploration of alternative options.

As Capital Planner, you will collaborate with various ministries within the Government of Alberta to identify capital needs, determine options and recommend solutions through the capital planning process.

You will provide guidance and expertise as needed, as well as provide a linkage between Treasury Board and ministry clients.

Your work will include providing recommendations on initiatives related to capital planning, funding, and implementation. Our team works to meet both department and government wide mandates.

To achieve this, you will work with internal and external stakeholders to provide input into process and business improvement projects.


The scope of work for the Capital Planner is guided by our strategic capital planning framework, the mandate and priorities of the capital planning initiatives, and existing government administrative and financial policies and processes.


Some of your responsibilities will include: providing capital planning expertise in the research, analysis and preparation of summaries for decision-makers by considering various solutions such as new construction or repurposing existing space, as well as developing options for vertical, horizontal and IT infrastructure (building and land), and analysis of lifecycle costs fostering long-term strategic goals.

Review identified long term infrastructure needs and directions, and document capital requirements for five year and long-term capital plans.

You will help ensure that capital plan submissions are full and accurate, and will develop options, reports and recommendations for how collective infrastructure needs can be met through different approaches.


Collectively, Capital Planners enhance the effectiveness and integrity of the capital planning process, as well as, the capacity to articulate the Government of Alberta Capital Plan.

You will find yourself in exciting meetings that support important decision making and initiatives.

Strong communication skills will ensure your success in this role as this work involves frequent written and verbal communication responsibilities.


Role:


Additional responsibilities you will be accountable for include:

  • Preparing briefings and presentations for the Deputy Minister Capital Committee, Treasury Board Committee and Cabinet
  • Developing responses to Action Requests that involve providing advice to the Minister and senior management
  • Manage and maintain positive relationships with ministries and stakeholders, facilitating and supporting broader stakeholder consultations related to infrastructure needs and plans
  • Assist with monitoring and reporting on the Capital Plan, including longterm capital plans


Experience with Capital Plan structure requirements and approval processes is key, as well as experience utilizing applicable legislation, regulations and guidelines including the Financial Administration Act, Government Organization Act and the Occupational Health and Safety Act.
