Job Summary

  • The Faculty of Agriculture, Dalhousie University is a small researchintensive campus located in Truro, NS. Offering technical, undergraduate and graduate programs in agriculture, environment and related life and social science disciplines, the Faculty of Agriculture educates future leaders and generates knowledge and innovative solutions for healthy, sustainable societies. Reporting to the Manager, International, the Finance Officer will manage all financial matters pertaining to the International Office (IO)'s international activities including the development, implementation, administration, monitoring and oversight, and compliance of externally and internally funded initiatives.

Key Responsibilities

  • Undertake direct responsibility for the financial management of international projects and programs including IO and incountry supporting operations. Ensure compliance with international financial reporting standards, and Dalhousie and funder regulations.
  • Work in collaboration with the Manager and Assistant Dean International to develop, plan and draft financial components of new project proposals, program opportunities, and agreements. Draft new project work estimates and budgets. Generate internal and external reports.
  • Provide financial management training, guidance and direction to staff, faculty and partners on all financialrelated activities both in Canada and overseas.
  • Design, establish and maintain electronic and manual recordkeeping systems for all financial transactions for each project, creating an interface between recordkeeping generated by Dalhousie university and recordkeeping required by funding agencies.
  • Administer all accounts for the IO including operational, special purpose and research accounts. Monitor and advise on monthly income and expenditure. Prepare yearend entries. Direct and coordinate partner contributions and ensure timely reconciliation of all accounts.
  • Prepare for and lead audit support teams; carry out internal audits of international projects and operations; provide responses to all audit queries.

Note

  • Regular international travel to developing countries, remote locations, and higherrisk environments, with adverse conditions, is an essential part of this position.
Due to operational requirements, the successful applicant is required to work in-person on campus.


Required Qualifications

  • Undergraduate degree in Accounting or related field with approximately five years' relevant experience (or equivalent combination of training and experience).
  • Experience in financial management and administration of large international projects/programs including overseeing international finance teams and directing partner offices.
  • Excellent crosscultural, interpersonal and communication (verbal, written and presentation) skills.
  • Strong attention to detail and organizational skills with the proven ability to multitask and adapt quickly in a deadlinedriven, fastpaced environment.
  • Strong computer skills including MSOffice, particularly Excel, as well as Sage/Simply or other accounting software.
  • Ability to work independently as part of an interdisciplinary project team.

Assets

  • Demonstrated understanding and study of international development, Results Based Management (RBM), and/or project management.
  • Professional training in financial accounting.
  • Masters degree in Accounting or related field.
  • Knowledge of Dalhousie University policies and procedures relating to funding regulations and requirements.
