The Transportation Services Division is seeking two Project Leads to join the Data & Analytics Unit.

As part of the Policy & Innovation Section, the Data & Analytics Unit acts as a hub for data analytics and data management within the Transportation Services Division.


Reporting to the Senior Project Manager, Data Collection, the Project Leads will be responsible for overseeing the Division's On-Demand and Permanent Traffic Data Collection Programs.

The City of Toronto contracts out data collection services, conducting approximately 4,000 traffic data collection studies annually on an as-needed basis.

The City also maintains a rapidly growing network of permanent traffic counting stations, and is actively seeking out and testing new technologies.


Traffic volume and other data collected on the City's roadways are managed, disseminated and analyzed to support critical operational programs, design and engineering studies, project monitoring and evaluation, road safety & mobility, and key Divisional programs such as ActiveTO, Vision Zero, the Cycling Network Plan, the Congestion Management Plan, and the Surface Transit Network Plan.


Major Responsibilities

Project Management

  • Managing transportation data collection and analysis requests in support of Divisional projects and priorities.
  • Overseeing the work of external service providers (contractors), including tracking progress, evaluating performance, managing schedule and budget, and ensuring quality of deliverables.
  • Overseeing and monitoring the City's network of permanent traffic and bicycle data collection technologies, including overseeing the expansion and modernization of the permanent data collection program.
  • Developing and improving upon project management tools and practices, tracking systems, and quality assurance / quality control procedures, including actively seeking out opportunities to find efficiencies through processes automation.
  • Conducting technical problem investigations, performing site visits and inspections, participating in conducting studies and commenting on technical reports (including drawings and specifications), and providing recommendations and advice that is in alignment with industry best practices and applicable regulations.

Communication, Analysis and Reporting

  • Preparing abstracts, reports, technical memos, and briefing notes for a variety of audiences.
  • Preparing technical documentation on routines, processes and procedures in support of initiatives, programs and daytoday functions of the Data & Analytics Unit to facilitate the transfer of knowledge and consistent practices.
  • Preparing and delivering status updates, briefings and presentations of analyses for senior management and staff.
  • Collecting, processing, cleaning, analyzing, evaluating, and synthesizing various transportation datasets, and clearly summarizing and communicating results using maps, graphs, charts, and other visual aids.
  • Liaising with, responding to inquiries from, and representing the Transportation Services Division in communication with members of the public, City staff, consultants, contractors, external government agencies, elected officials, and other stakeholders.
  • Providing timely responses to requests originating from elected officials and the public.
  • Providing excellent customer service to internal and external clients.
  • Attending meetings and networking with staff, other Departments / Divisions, different levels of government, consultants, contractors and vendors to provide support, assess options and collaborate on developing solutions.

Research

  • Conducting research on industry bestpractices and maintaining stateofpractice knowledge on transportation data analytics, traffic data collection and related topics.
  • Planning, evaluating, and conducting pilot studies to assess data collection technologies, software, methodologies, data management and/or computer systems and programs.
  • Preparing, coordinating and/or providing input on purchasing documents such as requests for expressions of interest (REOI), information (RFI), quotation (RFQ), proposals (RFP), and other tools to procure goods or services, evaluate bids and submissions, make recommendations for award, and assist in the negotiation and execution of contracts.

Teamwork and Supervision

  • Fostering and maintaining effective working relationships with divisional staff, other government agencies, community representatives, elected officials, consultants, academic institutions, and members of the public through consultation
