DUTIES AND RESPONSIBILITIES:


Technical

  • Develop, implements, coordinates, administers, and evaluates the water quality monitoring of lakes and rivers in HRM.
  • Liaises with other business units and external agencies, consultants, and community groups as part of the WQM program.
  • Writes and prepares reports, presentations, and background material for the public, Council and other key stakeholders. Ensures results and analysis are provided as open data to the community. Interprets data and suggests actions based on the results.
  • Contributes to establishing corporate positions on watershed health matters.
  • Demonstrated knowledge and experience in water quality monitoring, communitybased monitoring, watershed health, laboratory protocols, data analysis, data management and watershed management.

Outreach/Education

  • Builds positive public and private sector relationships and partnerships.
  • Facilitates teams and stakeholder groups to achieve positive outcomes.
  • Identifies strategic relationships and partnerships to leverage corporate efforts.
  • Represents the division in various public forums.
  • Facilitates public and Council support for municipal initiatives.
  • Collects, prepares, writes and organizes public education and awareness information with respect to watershed resources.
  • Liaises and communicates with environmentrelated stakeholders and groups, HRM Boards, Committees, Community Councils and Regional Council.
  • Assists in the preparation of Regional Council Reports and other public documents.

Watershed Management

  • Regional Municipal Planning Strategy (Regional Plan) and related planning policies
  • Environmental Sustainability
  • Climate Change Adaptation and Nature-Based Climate Solutions

Project work

  • Coordinates and administers the activities of consultants and volunteers.
  • Provides training, mentorship and resources to residents and volunteer organizations to build community capacity for watershed management.
  • Coordinates with technical support staff.
  • Assists with the preparation of proposals, tender documents, reports, and price agreements for environmental services.
  • Conducts research and manages environmental projects and programs.

Business Planning

  • Provides advice on long
- and short-term environmental priorities.

  • Provides strategic direction toward ensuring that environmental services are aligned with Council Priority Outcome Areas, Administrative Priorities, and the Planning & Development budget and business plan.
  • Identifies and advances opportunities to improve understanding and awareness of watershed health issues with other HRM business units, Council and members of the public.

QUALIFICATIONS

Education & Experience:


  • University Degree in Environmental Science, Limnology, Biology, Geography, Planning, Ecology, Resource Management or a related degree program;
  • An applied environment or science degree may also be considered;
  • A minimum of four (4) years' experience in watershed management;
  • Knowledge and experience in program coordination, volunteer management and project management; and
  • Experience with water quality monitoring, including program design, water quality data collection, data management and communitybased monitoring

Technical/Job Specific Knowledge and Abilities:


  • Financial analysis skills and policy experience are considered an asset;
  • Knowledge of environmental sustainability and environmental performance measurement
  • Knowledge of provincial and federal environmental regulations and acts.
  • Knowledge of municipal acts, bylaws, policies and procedures.
  • Demonstrated project management skills.
  • Demonstrated experience in water sampling, data collection, management, analysis, and interpretation.
  • Excellent communicator.
  • Good supervisory and organization skills.
  • Strong leadership and people management skills.

Security Clearance Requirements:

WORK STATUS:
Permanent, full-time


HOURS OF WORK:
Monday - Friday, 8:30am - 4:30pm, 35 hours per week


SALARY:
Level 10, NSUPE $40.32/hr


WORK LOCATION: 3rd Floor, Dartmouth Ferry Terminal, Dartmouth. Work location can be changed according to operational requirements.
