***:The Monitoring Evaluation Accountability and Learning (MEAL) Consultant develops and improves monitoring, evaluation, learning and knowledge sharing systems within Community Programs and across Macaulay. This position is responsible for the ongoing development and implementation of monitoring and evaluation systems with a focus on data collection, analysis and reporting, to ensure synergy across teams and contribute to organizational learning.


RESPONSIBILITIES:


  • Lead on program monitoring and evaluation, data collection, best practices identification, and dissemination of knowledge and lessons learned among program staff, partners, stakeholders, donors, and funders.
  • Work with colleagues to ensure ongoing data collection, in order to evaluate impact and generate lessons learned from community program activities.
  • Oversee annual monitoring and evaluation planning process to continually adapt and improve annual plans.
  • Provide analysis and recommendations to senior management to inform strategic program decisions.
  • Coordinate the implementation of baseline surveys and followup on monitoring and evaluation exercises for various initiatives related to programming.
  • Build staff capacity in the logic model, data management, data analysis, resultsoriented programming, monitoring and evaluation methods and principles, reportwriting techniques and requirements for relevant donors and funders to ensure compliance.
  • Create and update, as needed, surveys and reporting templates that facilitate the acquisition and aggregation of information in programs.
  • Analyze, maintain and prepare timely statistical/service target reports.
  • Analyze data and compile reports in a coordinated and collaborative way.
  • Coordinate the preparation of various documents (reports, position papers, concept papers, etc.) to present evidencebased results.
  • Create infographics and datasheets to report to stakeholders in a meaningful manner through a range of vehicles, including the Macaulay website.
  • Provide crossfunctional support to entire community program team to improve monitoring and engagement.
  • Provide assistance in writing and/or revising program and project reports, guidelines, policies etc.
  • Participate in or lead special task forces and working groups aimed at improving program quality, operational effectiveness, and policy and procedure framework.
  • Lead or provide support to special projects or initiatives aimed at improving service and responsiveness.

QUALIFICATIONS:


  • University degree in a related field or equivalent experience
  • Credentialed Evaluator with the Canadian Evaluation Society an asset
  • Technical skills in evaluation and research methodologies, including results‐based management, evidence‐based planning, quantitative and qualitative methods, environmental analysis and participatory evaluation.

  • Ability to act or react decisively in challenging situations, make informed decisions and escalate appropriately.
  • Excellent time management skills and demonstrated ability to prioritize
  • Experience preparing reports for stakeholders both within an organization and for external audiences
  • Outstanding problem solving, decisionmaking and critical thinking abilities
  • Experience working with SalesForce database an asset
  • Ability to communicate effectively in more than one language a definite asset
  • Acceptable Vulnerable Sector Police Reference Check

SALARY:


Project Manager Salary Scale ($73, 601 per annum) with Competitive Benefits Package (health & dental), Defined Pension plan, and paid time off entitlements (starting at 20 vacation days & 3 float days.)
