Position Summary

Reporting to the Risk and Loss Prevention Manager, the Occupational Health and Safety Officer is responsible for the development and implementation of the City of Kenora's Occupational Health and Safety program.

The Occupational Health and Safety Officer will work collaboratively with management, employees, and Union representatives to build a strong Internal Responsibility System, where everyone has direct responsibility for health and safety as an essential part of their job.


Key Duties and Responsibilities:


  • Provides expert advice and support to the management team, staff, and joint health and safety committees on all health and safety matters.
  • Develops, coordinates and administers the City's Occupational Health and Safety program with a view to continuous improvement, by reviewing existing programs and providing recommendations for updates; conducting safety inspections and audits; providing safety orientations; identifying health and safety hazards; and ordering work stoppage when required.
  • In collaboration with departmental managers and supervisors, conduct investigations relating to workplace accidents/incidents to identify causes and make recommendations on safe work procedures and upgrades to mitigate risks.
  • Recommends improvements to accident and incident reporting procedures and works closely with supervisors, managers, and joint health and safety committees to ensure all such reports are investigated in a timely manner and that any associated corrective action recommendations are appropriately and consistently implemented.
  • Assists managers and supervisors in developing and implementing job site safety inspection programs that ensure inspections are conducted on a regular basis to identify hazards and ensure compliance with safe work procedures.
  • Acts as an employer representative on the Occupational Health and Safety committees.
  • Policy development and implementation to support the overall health and safety program, safe work practices and procedures and safety inspections and reporting processes.
  • Develop metrics and prepare performance reports
  • Plans, schedules and presents safety education and training and maintains training records and course feedback.
  • Provides professional guidance and support on all matters relating to WSIB, including liaising on claims submissions, appeals and return to work programs.
  • Tracks and analyzes accident/injury, disease, and disability related data to identify trends and recommend proactive preventative strategies.
  • Coordinates audiometric, noise level and other health and safety testing.
  • Prepares and monitors the health and safety area of the department budget.
  • Assists with human resource management functions as and when required.
  • Performs other related duties as required.

Education and Experience:


  • Undergraduate degree or diploma in Occupational Health and Safety or related field.
  • One (1) to (3) years of relevant experience in designing and implementing safety programs, conducting safety audits, delivering safety related training and administering WSIB Claims management programs
  • Canadian Registered Safety Professional (CRSP) designation considered an asset. Must be willing to obtain.
  • Must possess a valid 'G' class Ontario Driver's License and access to a reliable vehicle.
  • Previous work experience in a municipal setting considered an asset.

Required Skills/Knowledge:


  • Working knowledge of Workplace Safety with specific understanding of compliance audits, accident investigation techniques, claims management and field and workplace inspections.
  • Excellent research and analytical skills with an ability to synthesize data/information and deliver findings and recommendations
  • Computer literacy skills including Microsoft Word, Excel, internet, and database software
  • Excellent interpersonal skills with ability to facilitate effective working relationships with individuals at all levels of the organization, external contacts and the public to instill a positive safety culture
  • Proven conflict resolution skills with the ability to maintain composure while dealing with challenging situations in an effort to address workplace safety issues
  • Excellent oral and written communication skills with an ability to produce reports and deliver information for all levels of the organization
  • Proven ability to function and contribute as an effective team member and to work independently
  • Ability to exercise discretion and maintain confidentiality in dealing with highly confidential and sensitive issues
