The Ministry of Attorney General, as represented by the Attorney General, is the legal advisor to the government of British Columbia and is charged with ensuring that the administration of public affairs is carried out in accordance with the law.

Legal Services Branch (LSB) supports the Attorney General in fulfilling this mandate by serving as legal advisor to government in civil law matters.

LSB provides legal advice to government and ensures that legal risks associated with government operations are reduced. LSB assists all ministries of the government, Cabinet and certain public bodies.

One of the key practice areas of LSB's Central Services Group is government procurement and related commercial transactions.

Legal counsel in this area are responsible for advising government on legal matters concerning government procurement and other government purchasing initiatives, including competitive procurement, compliance with applicable trade agreements and applicable chapters of the government Core Policy and Procedures Manual while supporting ministry business owners to execute their procurement and other purchasing initiative strategies.


Our legal counsel work with many ministries, but in particular with the Ministry of Citizens' Services, supporting and advising on a variety of solicitation processes, and with various ministry program areas to negotiate, draft and manage a wide range of commercial contracts as part of an integrated legal team.


This position will provide the successful applicant with a unique opportunity to build a strong foundation in government procurement and related commercial transactions through engagement in a daily procurement practice, interacting with the procurement and trade team and our broader commercial and IM/IT transactions team.

This position will gain exposure to many provincial ministries and program areas, providing legal advice and support in relation to government procurement, other purchasing initiatives and related commercial transactions.

We are seeking a lawyer with existing experience advising on and drafting, as applicable:

  • A variety of both binding and non-binding procurement related and other purchasing initiative solicitation processes
documentation
  • Applicable Trade Agreements
  • Relevant chapters of Core Policy
  • Commercial transactions
  • Complex contracts
  • Privacy and security matters in relation to procurement and contracting
  • Software procurement
Experience advising public sector entities regarding the following would be an asset accorded preference:

  • Complex procurements, including non-standard procurement processes
  • Binding and nonbinding processes
  • Procurement processes in accordance with applicable Trade Agreements
  • Outsourcing agreements
  • Commercial matters and business law related matters
  • Public sector telecommunications law and procurement
Interpersonal skills and the ability to work independently and as part of a team are essential. You must have excellent organizational skills and the ability to manage files with competing priorities and deadlines.

Job Requirements:


  • Must be a member of the Law Society of British Columbia in good standing OR immediately eligible for call to the Law Society of British Columbia with solicitor experience corresponding to one of the following years of call:
  • Legal Counsel Level 2: 6 to 11 years of call
  • Legal Counsel Level 3: 12 or more years of call
  • Experience advising on, drafting, managing, and settling:
  • A variety of procurement related and other purchasing initiative solicitation documentation and processes
  • Applicable Trade Agreements
  • Relevant chapters of Core Policy
  • Commercial transactions
  • Complex contracts
  • Privacy and security matters in relation to procurement and contracting

Preference may be given to applicants with experience advising public sector entities with respect to:

  • Complex procurements, including non-standard, custom procurement processes
  • Binding and nonbinding processes
  • Procurement processes in accordance with applicable Trade Agreements
  • Outsourcing agreements
and arrangements

  • Commercial matters and transactions, and business law related matters
  • Public sector telecommunications law
