Job Purpose


Manages and oversees the day-to-day maintenance and mechanical operations for Durham District School Board's (DDSB) facilities and equipment (owned & leased).

Manages and oversees the day-to-day fleet operations for DDSB. Provides mechanical expertise of varying degrees for all new school and addition projects.

Provides strategic direction and planning in support of the organization's strategic objectives and in compliance with relevant regulation & legislative standards, along with Ministry directives, while ensuring that staff, students, and the public are provided with a safe & functional environment.

Provide varying degrees of eBase system support as required.

Accountabilities


LEAD AND MANAGE THE TEAM:
Lead the team by providing technical and problem-solving guidance as required. Manage internal, external, and union employees to ensure adherence to budget, timelines, and requirements. Provide mentoring, coaching, and discipline as required. As a member of the Labor Management Committee, participate in local Collective Agreement negotiations. Ensure that union staff are provided with personal protective equipment, uniforms, and tools to complete their duties successfully. Ensure compliance of union staff management with the Collective Agreement.

Identify any potential obstacles and reassign workload as necessary, and organize, plan and schedule staffing requirements, as well as interview and select new hires.


MANAGE MAINTENANCE OPERATIONS:
Oversee the maintenance and repair of facilities and mechanical equipment.

Provide and recommend maintenance activities to various DDSB Departments, and monitor the work order system to ensure maintenance, mechanical and accessibility requirements are completed in a secure, efficient, and cost-effective manner, in compliance with DDSB policies, Ministry requirements, and various legislative regulations.

Review requests and allocate funds for facility maintenance projects, and for day-to-day maintenance requirements. Respond to internal and public inquiries based on expertise.


SUPPORT CAPITAL PROJECT DELIVERY:
Identify potential capital projects and required funding, as it relates to maintenance.

Partner with the purchasing department to manage certain aspects of the vendor/ tender process, including the review of drawings & specifications, negotiation process, and recommendation of preferred consultants/ contractors.

Visit construction sites to review progress and co-ordinate inspections. Review, authorize & negotiate all aspects of contracts, including change orders and contractor payments. Meet and/or prepare correspondence with legislative bodies and authorities to secure approvals and permits.


FLEET OPERATIONS:
Manage and oversee fleet vehicle & equipment operations for DDSB. Purchase, sell, or dispose of vehicles or equipment, based on analysis and in compliance with relevant regulations.

Maintain the day-to-day safe & secure operations of DDSB vehicles, ensuring compliance with relevant legislation & regulations and DDSB standards, such as annual licensing, regular safety inspections, renewal of permits, covering, cleaning, and repairs.

Respond, investigate and resolve complaints arising from vehicle use and operations.


MANAGE ENERGY CONSUMPTION:

Monitor and report energy consumption at all facilities, taking corrective action as required to ensure energy consumption is within allocated budget.

Develop & oversee reporting of energy budget and energy consumption to internal and external stakeholders. Manage relationship with three energy utilities, pertaining to quality standards, purchasing, and billing. Partner with the purchasing department to manage purchasing for energy commodities.


HEALTH & SAFETY:

Manage and ensure the maintenance of DDSB's Maintenance Centre, and of DDSB vehicles in compliance with relevant legislation & regulations and DDSB standards.

Identify staff health & safety requirements and ensure the delivery of training in compliance with relevant legislation and the Collective Agreement.

Champion safety as a member of the Joint Health & Safety Committee, as well as the Workplace Inspection Review Committee.


TRAINING:

Provide training to various DDSB members as it relates to energy systems and mechanical systems, in compliance with DDSB standards and relevant regulation, including health & safety requirements.

Provide in
- class training to all DDSB members, including DDSB staff, school staff, and students, to ensure adherence to best energy management practices. Provide full training & certifications to DDSB Custodians on mechanical systems and equipment. Train staff post-occupancy, as it relates to the mechanical operations of new facilities.


SUPPORT WORK ORDER SYSTEM:

support the IT department by administering the eBase work orders system, by supporting users and implementing change/ upgrades as required.

Design and launch a new inventory control system.
