This unionized position will support Asset Management in the delivery of construction, restoration, project management methodologies, administration, and procurement.
The position reports to the Director of Asset Renewal, but is expected to work collaboratively with - and under the direction of - the CMHC program Construction and Project Manager.

PURPOSE OF THE JOB:
The objective is to enhance the capabilities of the department in the following key areas:
- Assist the Asset Management Team with the implementation of project management methodologies throughout the life cycle of the project.
- Key liaison between internal and external stakeholders.
- Support procurement of construction services through cooperation with LMCH Procurement department.
- Administrative functions including but not limited to filing, maintaining project records, tracking of financials etc.

The role will be based in the main office initially and relocating with the rest of the Capital Team to the Kent St office.
2.
KEY DUTIES/RESPONSIBILITIES:
CMHC Specific Tasks and Duties
- Initiation
- Setup project start up files, tender response summary reports, tender walkthrough meetings, project start up meetings, brochures, notices phasing. Understand scope and how it impacts the tenants and LMCH employees.
- Project start up
- Ensure all required documents are retained such as WSIB, NOTICE OF PROJECT, PERMIT, SAFETY PLANS, etc. Organize start up meetings maintain minutes for internal circulation. Prepare written communications to LMCH employees and residents.
- Monitoring
- Complete walk throughs, act as key liaison/rep of LMCH, contract document maintenance and administrative filing, record specs, keeping unit tracking and project management files up to date on a timely basis. Work closely with Field Supervisor and assist as required. Provide updated communications to LMCH and residences throughout the project. Ensure quality standards continue to be met.
- Close out
- Complete deficiency walk throughs, ensuring permits are closed, retaining all close out documents including warranties, as built drawings, specs. etc and file accurately.
Contract and Procurement Administration
- Administer, coordinate, and support the Capital tender process.
- Set up and Maintain all Contract files.
- Computer update of contractors and consultant's bidders list.
- Issue tender packages to Contractors, Property Mgrs. and Consultants.
- Administer the Project Management System.
Specific Tasks Related to Contract and Procurement Administration
- Liaise with contractors and setup site review meetings as required.
- Verify proper completion and financial portion of tenders.
- Prepare and Issue contracts, purchase orders, letter of tender awards and regrets.
- Setup Job Start meetings with successful Contractor, Manager, Property Mgr., Consultant(s) and Construction Mgr.; attend/record minutes of meeting when requested.
- Ensure that appropriate payment certifications are on file and statutory declarations are attached when appropriate.
- Ensure that each project has an appropriate administration file including project charter and accountabilities.
- Prepare miscellaneous financial reports related to Contractor & Consultants payments status.
