Major Responsibilities:
- Leads one of two significant and critical teams of epidemiology professionals within the EDAU, responsible for population and public health assessment and surveillance responsibilities primarily focused on communicable and infectious diseases of public health significance.
- Collaborates with other management members within the Epidemiology and Data Analytics Unit, to ensure Toronto Public Health's (TPH) population and public health assessment and surveillance responsibilities are met guided by the Ontario Ministry of Health Ontario Public Health Standards (OPHS).
- Provides leadership for identifying, developing and/or overseeing strategic directions and innovative tools for the assessment, surveillance, and reporting, of infectious and communicable diseases of public health significance as identified in the provincial Health Protection and Promotion Act for the City of Toronto.
- Leads a team of highly skilled professionals that monitor and assess disease trends on a routine basis, mostly focused on infectious and communicable diseases.
- Oversees the collection and integration of information from multiple sources to detect activities that require further investigation.
- Ensures rigorous and current analytical methods are used and oversees the interpretation of complex data. Applies principles of epidemiology to most effectively evaluate and report on infectious and communicable diseases of public health significance. Uses knowledge translation for effective communication to internal and external stakeholders.
- Is a strong people leader who manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Develops and implements policies, procedures, and standards to meet all components of a comprehensive surveillance program. Initiates, analyzes and utilizes current research and techniques to identify issues, trends, gaps, best practices and innovative approaches to service delivery.
- Recommends and implements enhancements to surveillance strategies and methodologies, including use of data visualization, geospatial clustering techniques, syndromic data collection and analysis systems, and early alert detection algorithms.
- Analyzes health status, sociodemographic and epidemiological data and health research for use in strategic planning, operational planning and to make recommendations to the Board of Health.
- Advises, liaises and consults with municipal, provincial, federal, and international health authorities as needed and academic partners. Familiar with relevant public health legislation and regulations (e.g., Ontario Public Health Standards, Health Protection and Promotion Act, etc...)
- Ensures staff/office compliance with all applicable legislation (e.g., Ontario Human Rights Code, Workplace Harassment, Confidentiality, Occupational Health and Safety, Professional Standards and Practice, Regulated Health Care Professionals Act and the Health Promotion and Protection Act.)
- Establishes networks and liaisons with staff/managers from other programs, community agencies and provincial and federal government staff dealing with program issues. Identifies community needs/issues to facilitate their resolution.
- Negotiates and coordinates service/program partnerships with staff and representatives from community agencies, laboratories, hospitals, governments, and educational institutions/facilities, as needed.
- Organizes, leads and coordinates a range of committees and workgroups, both internal (divisional, departmental and corporate) and with community representation.
- Encourages input from the public health community and integrates the advice into program planning and the development of policies and procedures.
- Prepares written reports on a weekly, monthly and annual basis to inform internal and external public health stakeholders of most current communicable disease trends and outbreak status.
- Provides information to meet the needs of media requests and responds to both internal and external data requests for topical and urgent assessments of public health matters of interest.
- Supervises the daytoday operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests.
