Under the general direction of the Procurement Coordinator, the Contracts Supervisor is accountable for supervising a team responsible for developing, establishing, and administering contracts and related administrative processes for the purchase of goods and services.


As the Contracts Supervisor, you will:

  • Develop, establish and administer term contracts for approximately $15 million annually of assigned goods and services involving higher value, complexity and/or risk.
  • Direct the activities of the Division in developing, establishing, and administering term contracts and related administrative processes for the procurement of approximately $100 million annually of goods and services.
  • Supervise staff, provide coaching, conduct performance evaluations, and participate in the recruitment process.
  • Assist in directing the activities of the Division to ensure the effective and efficient operation of the Division.
  • Provide technical assistance to other branches, divisions, and departments.
  • Assist in developing and implementing operating systems as required.
  • Assist in identifying training needs and in developing programs and materials and, in some instances, trains subordinates.
  • Assist in the administration and development of quality assurance processes, to ensure provision of quality customer service.
  • Act as a liaison with other divisions, departments, external organizations, and individuals regarding contracts, specifications, and market opportunities for goods and services.
  • Develop strategies and determines priorities for the acquisition of goods and services.

Your education and qualifications include:


  • Supply Chain Management Professional Designation (S.C.M.P.) or equivalent designation.
  • Bachelor's Degree or Certificate in Business Administration, Public Administration, Education or Law. An equivalent combination of education and experience may be considered.
  • Five years of prior related procurement experience is required, including two years of experience in the formulation of complex contracts and public procurement.
  • Two years of prior supervisory experience.
  • Experience drafting contracts and technical specifications for a wide range of goods and services.
  • Experience in contract administration.
  • Experience leading staff and creating and maintaining a team atmosphere.
  • Good verbal communication skills.
  • Good written communications skills.
  • Strong facilitation skills.
  • Strong interpersonal skills including ability to work effectively with a variety of internal and external stakeholders.
  • Ability to plan and administer a diverse workload, and to set and change priorities.
  • Ability to work with a variety of automated programs, with the ability to learn and train new technology.
  • Ability to work under stressful conditions.
  • A valid Class 5 Manitoba Driver's License would be considered an asset.
