SUSTAINABLE DEVELOPMENT PROGRAMS OFFICER:

The Capital Planning Branch is looking for a Sustainable Development Programs Officer for an indeterminate position. The position is classified as a RÉ-05 ($68,641 to $91,072 per annum; 2021 rate of pay under review).

JOB OVERVIEW

Reporting to the Manager, Sustainable Development Programs, you will provide advice and guidance on NCC projects to incorporate climate mitigation measures that support the Sustainable Development Strategy targets.

You will be responsible for the development and implementation of climate mitigation guidelines to build a more sustainable and climate resilient National Capital Region.

You will also be a resource to NCC staff, as it relates to best practices in implementing carbon reduction measures, building certifications and climate actions, across NCC business lines.


ESSENTIAL QUALIFICATIONS:


EDUCATION

A degree from a recognized post-secondary institution with acceptable specialization in engineering, architecture, energy, asset management, or another field related to the position, or an acceptable combination of education, training and/or experience.


EXPERIENCE
Three (3) to five (5) years of professional and operational experience in each of the following:

  • Sustainable development/environmental project management, and/or strategy/policy/plan/guidelines development, implementation, and governance.
  • Sustainable development or environmental strategy reporting.
  • Collaboration and consultation with multidisciplinary stakeholders.

KNOWLEDGE

  • Of current environmental and sustainability best practices.
  • Of project development incorporating sustainability and innovative practices.
  • Of program monitoring and evaluation approaches, frameworks, and tools.
  • Of sustainability assessments and reporting frameworks.

ABILITIES

  • To think strategically in translating corporate and/or federal objectives into effective sustainable development and climate action plans.
  • To work well under pressure and deal effectively with multiple and conflicting demands in a multiproject context.
  • To prepare clear, concise, and accurate reports and briefing notes.

COMPETENCIES

  • Demonstrating integrity and respect, civility, and wellbeing.
  • Thinking things through: innovating through analysis and ideas.
  • Working effectively with others: relationships and trust building.
  • Showing initiative and being actionoriented: getting things done.

ASSETS

  • Accreditations such as: Certified Energy Manager, LEED Green Associate or LEED AP with Specialty, Certified Measurement & Verification Professional.
  • Experience with Federal Sustainable Development Strategy and the Greening Government Strategy.
  • Experience incorporating sustainability and climate mitigation measures into building construction and renovation projects and infrastructure projects.

CONDITIONS OF EMPLOYMENT

  • Possess or eligible to obtain reliability security clearance.
  • Linguistic profile: Bilingual BBB.
  • Position is in the National Capital Region. The person selected for this position must reside within a commutable distance from the workplace at 40 Elgin Street, Ottawa, Ontario.
  • The National Capital Commission offers a hybrid and flexible work environment, all employees are currently asked to work onsite at least two (2) days per week.
