The Ministry of Arts, Culture and Status of Women works to improve Albertans' quality of life through support of cultural development, historical preservation and increased gender equality.


The Status of Women & Creative and Community Development Division delivers programs and services that assist civil society organizations, cultural industries and the arts, and sport, physical activity and recreation. It manages grant programs and supports capacity building through sector development resources and infrastructure.


This includes:

  • Providing financial assistance through grants and scholarships.
  • Building the adaptive, leadership, management, and technical capacity of organizations through facilitation and training on governance, leadership, strategic planning, fund development, and collaborations.
  • Build a vibrant cultural sector by supporting the development and sustainability of Alberta's: creative and cultural industries, artists and arts community, nonprofit / voluntary sector.
  • Increase gender equality by working with ministries to make sure gender and other identity factors are reflected in Alberta government policies, programs, and legislation.

The Grant Accountability Unit supports strategic grant management activities across the ministry by:

  • Identifying and documenting key business processes across the grant life cycle, strategies and requirements that affect grant service delivery.
  • Supporting process changes across program areas, with a focus on change management principles.
  • Developing performance metrics across all ministry grant programs and developing a ministrywide performance dashboard.
  • Recommending changes to business practices that result in increased efficiencies and effectiveness.

Role Responsibilities:


Alberta Arts, Culture and Status of Women is looking for people to modernize and improve its many grant programs in the role of Policy Analyst.

In this role, you will lead the development of strategic policies, facilitate learning opportunities, and develop performance analytics for grant programs to support better understanding of ministry programs and inform decision-making.


As the Policy Analyst, you will support the goals of grant program improvement and accountability with research, issue coordination, policy development and environmental scanning.

This will require you to consult with program staff, research and analyze best practices, and align with overall ministry and government frameworks.


You will be a change agent in enhancing the delivery of grants to Alberta's non-profit, cultural industries, heritage, sport and recreation sectors.

The positions require professionalism, creativity, and mature judgment regarding potentially sensitive issues.

A fast-paced environment and often quickly changing priorities will require you to be dynamic, flexible, and able to manage multiple demands and deadlines.


Qualifications:


The
minimum requirements for the roles are university graduation (with a related degree, for example in public administration, business, social sciences) plus two (2) years of related experience (or equivalent).


The Policy Analyst requires:

  • Research, analytical and information visualization skills.
  • Project planning and management skills including ability to plan, coordinate and execute research, evaluation and survey projects.
  • Excellent written and verbal communication skills.
  • Organizational skills including ability to multitask and prioritize multiple responsibilities to meet deadlines.

This position is a temporary, full-time role for up to 28 months from the start date, with the standard weekly work hours of 36.25, Monday to Friday.
