******The Department of Health is seeking a Quality and Standards Officer to join the Licencing and Compliance Branch. The Licensing and Compliance Branch provides provincial leadership in health system licensing and compliance management. The branch works cooperatively within the department to oversee system compliance with applicable provincial legislation, policies and standards. The branch engages with regional health authorities, Shared Health, and service delivery organizations (including personal care homes, hospitals, and other designated health facilities, emergency medical response system providers and others) to ensure provincial standards and safe environments for patients are maintained.

  • Must have a valid Class 5F Manitoba driver's license with access to a personal vehicle for travel purposes

  • Ability to work alone and to travel to remote locations on occasion

  • Must be physically able to perform the duties and responsibilities of the position which includes walking, climbing, kneeling etc

Qualifications:

Essential:


  • Completion of postsecondary education in health or social sciences or a relevant specialised discipline. An equivalent combination of training and experience may be considered.
  • Experience working in a health or emergency medical system in Canada.
  • Experience conducting inspections for regulatory compliance.
  • Effective interpersonal skills to establish, engage and maintain positive working relationships with stakeholders.
  • Experience developing policies, standards, protocols and/or guidelines.
  • Strong verbal communication skills to effectively communicate with various levels and audiences within the health system.
  • Strong written communication skills to prepare various documents for executive decision makers and stakeholders.
  • Excellent organizational skills for managing competing and rapidly changing priorities with strict timelines.

Desired:


  • Knowledge of EMS systems in Manitoba and relevant legislation, including; Emergency Medical Response and Stretcher Transportation Act and the following regulations: Land EMS, Air EMS, Stretcher Transportation, Ambulance Fees and Northern patient Transport.

Duties:


Reporting to the Director of the Licensing and Compliance Branch, the Quality and Standards Officer (QSO) provides expertise and leadership for the Emergency Medical Response and Stretcher Transportation Emergency Medical Service (EMS) system in Manitoba.

The incumbent works with all the aspects of EMS systems (land and air ambulance; and licensed stretcher transportation system), overseeing planning and oversight functions.

The Quality and Standards Officer (QSO) plans, designs, monitors and reviews the efficient operation of EMS systems and processes across the province; develops and implements licensing standards, criteria and protocols; conducts inspection of service providers for regulatory compliance; investigates reports of concerns and monitors corrective actions to ensure patient safety; and assists in the execution of the annual licensing process and appeal mechanism.

The Quality and Standards Officer (QSO) liaises with various stakeholders; works with other jurisdictions for collaboration on best practices; participates in the development of policy; and supports special projects as necessary.
