Org. Setting and Reporting

The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly.

ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization.

The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports.

The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO.

The Bureau also develops related procedures and guidance material.

The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) that monitors all Member States on a continuous basis.


Chiefs of Section are responsible for all aspects of the work programme(s) under their responsibility, and work collaboratively with other Chiefs within and outside the Bureau, Deputy Directors, Regional Directors, and other stakeholders, as needed, to ensure a coordinated approach to the implementation of the assigned work programme(s).

Incumbents provide management oversight of their assigned Sections and inputs for the development and revision of the related policies and procedures.

Programme and policy guidance, and operational framework objectives and resources are provided by their supervisors.

The Chief, Remotely Piloted Aircraft Systems (RPAS), reports to the Deputy Director, Air Navigation and Aviation Safety.

C/RPAS is the focal point within the Organization for unmanned/remotely piloted aviation and advanced air mobility and is responsible for managing and coordinating developments in these areas.

Coordination of such activities involves interaction with other Sections, Bureaus as well as the Regional Offices.

S/he supervises all Professional and General Service staff of the Section and is responsible for his/her actions and decisions as well as for the quality of services delivered by all staff members of the Section.


Responsibilities:

Function 1 (incl. Expected results)
Leads and manages the Organization's strategy/work programme in the area of unmanned/remotely piloted aviation and advanced air mobility, in coordination and collaboration with other Section Chiefs, and in consultation with the Regional Offices, achieving results such as:

  • Lead the development and delivery of ICAO's initiatives intended to address relevant priorities/issues identified by States, industry, and/or other stakeholders in the unmanned/remotely piloted aviation and advanced air mobility (AAM) sectors.
  • Identify relevant emerging trends at the global and regional levels and develop an appropriate response to mitigate any associated risks.
  • Liaise and coordinate with various Bureaus, internal and external Sections and entities on matters related to the work programme and technical disciplines of the Section.
  • Provide specialist advice and guidance on the inclusion of unmanned/remotely piloted aviation and advanced air mobility into the GANP and GASP, and other plans and documents, as appropriate.
  • Provide effective and efficient support to the governance and technical deliberative bodies of the Organization, including the Assembly, the Council, Committees, Panels, Study Groups and relevant working groups, and any other constituent bodies related to unmanned/remotely piloted aviation and advanced air mobility.
  • Promote and oversee States' compliance with relevant Annex(es) of the SARPs.
  • Develop strategies to ensure the continued availability of competent and welltrained personnel in all domains relevant to the programme.
Function 2 (incl. Expected results)
Leads and manages the development of proposals and timelines related to the amendment and implementation of provisions in the relevant Annex(es) to the ICAO Convention and related ICAO documents, guidance materials, and circulars, achieving results such as:

  • Ensure the development of appropriate recommendations to address relevant issues raised by States and international organizations on aspects of civil aviation.
  • Supervise the preparation and analysis of proposals for amendment of relevant Annex(es), associated guidance material, and procedures to reflect/address operational needs, new trends,
