General Accountability:


  • Reporting to the Manager, Operational Governance, this position is responsible the development, implementation and delivery of training programs and instructional materials for instructor led curricula. The position will focus on facilitating sustainable training programs transforming complex theories and concepts into understandable, relatable, and memorable solutions. Accountability will include delivering training programs and projects that meet the organizational business needs/objectives, regulatory and legislative compliance requirements, and professional standards policies and procedures that foster a safe and secure culture that is customer service oriented. This position is also responsible to oversee daytoday operations and activities within Transit Control in an effort to reduce redundancies, increase training efficiencies and ensure consistency. Position will also be responsible for the review and cocoordination of a Quality Management System for departmental policies and procedures in coordination with other Transit Control Centre employees.

Key Job Functions:


  • Conducts training needs analysis and assesses developmental requirements and opportunities
  • Plans, develops, implements and delivers a comprehensive training program for all Transit Control Centre employees to support employee growth and development (i.e. new hire training, jobspecific training, leadership training, team training, technical training, etc.)
  • Establishes a new, comprehensive, training delivery strategy to centralize training into a core team that will be responsible for supporting training/project delivery and training operations
  • Manages the design and development of training policies and procedures, manages and maintains a complete inventory of training courses and plans
  • Develops monthly programs to support progressive employee development and knowledge building
  • Organizes and chairs training approval meetings comprised of senior leadership from Transit Control Centre to review and approve new training programs/ courses
  • Assesses learning and development needs and manages the design and development of training programs based on enterprise and individual stakeholder needs, develops targeted training plans/courses, as required
  • Oversees recruitment, onboarding and training programs to ensure that we are attracting and retaining talented and dynamic individuals to make strong, diverse and inclusive teams
  • Works with external stakeholders to ensure adherence to federal legislation and requirements in safety training; this includes partner agencies, local authorities, etc.
  • Implements standards and manages critical paths/milestones by monitoring mechanisms for new training initiatives (e.g. budgets, schedule, scope, quality) and reports to the Manager, Operational Governance on project status
  • Establishes Key Performance Indicators (KPIs) to monitor and evaluate training programs and services
  • Manages the collection and maintenance of training and training related statistics/metrics and the preparation of reports/analysis
  • Ensures that program development activities comply with the Operations Training Centre's SOPs, corporate safety programs, policies and legislated initiatives and regulations
  • Develops a wide range of operations training material and other documentation, including but not limited to corporate notices, SOPs, RFPs, RFIs, and RFQs
  • Conducts trainthetrainer sessions, workshops, peertraining, and related activities as required

Key Job Functions continued:


  • Leads the development, implementation and continual improvement of Subway/Streetcar Rule Book, Subway/Streetcar Initial/recertification, and Incident Manager training programs for the Transit Control Centre Department to meet compliance with the TTC's 5year Corporate Plan
