The Biologics Manufacturing Centre (BMC) Inc. is a new biomanufacturing facility whose construction was completed in June 2021.

The BMC, a not-for-profit organization, supports the expansion of Canada's biologics manufacturing capacity, ensuring that vaccines and other biologics products can be safely manufactured at home.

The BMC is designed to produce biopharmaceuticals such as viral vector, protein subunit and virus-like particle vaccines and other biologics.

BMC is looking for a

Vice-president

, Finance and Corporate Services,

who will provide strategic and operational financial direction and oversight in alignment with the BMC priorities and objectives. This senior role provides leadership in the implementation of business plans and in the delivery of services for its Directorate. It is a multidisciplinary role involving the leadership of BMC's finances with oversight of Corporate Planning, Legal Counsel, Communications and Administration. The VP Finance & Corporate Services is a key business enabler for the BMC, contributes to the overall strategic direction and results of BMC as a member of the executive leadership team. It provides leadership in articulating, developing and implementing strategies, frameworks and approaches to optimize his areas of activities at BMC. The incumbent is a key leader in the development and implementation of standards for corporate services across the bridge portfolio, while aligning business and finance strategy to sustain business growth.

Under the supervision of the President & Chief Executive Officer, the

Vice-president

, Finance and Corporate Services
***will have the following responsibilities:

Finances (75%):

  • Provides direction and oversight for the BMC finances management framework, such as strategic planning, risk management and audit, costing, pricing, funding, forecasting & monthly updates, budgeting, project and accrual accounting, payroll, reporting, internal control, tax planning, contractingin, contractingout, insurances, etc.
  • Applies appropriate financial techniques; and provides strategic financial expertise to financial plans, forecasts, budgets and reporting that support program priorities and requirements.
  • Establishes and maintain required corporate governance strategy and policy, appropriate financial control safeguards with supporting policies & procedures, ensuring records systems are maintained in accordance to applicable legislation.
  • Provides leadership and guidance for all accounting and finance related matters, including the development of related business and financial management systems & processes to the Management Team, the CEO and the Board of Directors.
  • Leads the implementation of the Enterprise Resource Planning (ERP) system for the financial module.
  • Administrative (10%):
  • Leads and oversees for administrative support services including but not limited to office management: visitor's management, office supplies, overall administrative support to the organization.
  • Legal (10%):
  • Responsible for the planning, and direction of the internal audit, the coordination of legal and compliance functions, supported by external consultants, as required.
  • Oversees the development and implementation of a multiyear internal audit plan for the corporation, reporting to the Finance and Audit Committee.
  • Manages the commercial insurances coverage.
  • Communication (5%)
  • Oversees external and internal communications in collaboration with an external firm when needed.
  • Manages all the media requests.
  • Coordinates the visits of the facility for group of important visitors/clients.

You are the person we are looking for if:

  • You hold a Bachelor's degree with specialization in accounting or finance and possesses a professional accounting designation (i.e., CPA, CA, CMA or CGA).
  • You have at least twenty (20) years of relevant experience with recent and significant experience in financial management and accounting.
  • You have an extensive experience in:
- the delivery of financial services for financial and management accounting, financial policy, and financial systems;
- the provision of financial advice and support to management in financial forecasting, budgeting and reporting;
- analyzing, developing and implementing business processes, procedures and cost models;
- the use of Quickbooks, MS Excel and BI to proficiently manipulate data and tables.
  • You have significant experience in:
  • with SAP
  • You have experience in:
- manufacturing environments;
- supervision of staff.
  • You have excellent interpersonal communication skills in both French and English to ensure good communication with clients, suppliers and partners from different provinces and countries.
  • You have experience in managing external and internal communications services, as an asset.
