    Who we are

    The Independent Electricity System Operator (IESO) works at the centre of the province's power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province's electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario's electricity needs - now and into the future.

    The opportunity

    The Senior Manager, Performance & Strategy leads all aspects of an oversight and support framework related to MACD's unique regulatory functions. Given the Vice-Presidents of MACD's unique adjudicative role, this position oversees portfolio management and provides governance assurance related to the exercise of the division's investigative and market assessment functions, as well as facilitates and supports the IESO's framework governing MACD, principally the direct reporting to the Board of Directors. The incumbent will:

    • Enhance the performance of the Division by ensuring processes, tools and resources are successfully deployed and governed;
    • Cultivate relationships with internal IESO partners to ensure appropriate separation and coordination of powers and functions, facilitate business planning and development activities, reporting to the Chief Executive Officer and the Board of Directors;
    • Manage external relationships with the Ontario Energy Board and its Market Surveillance Panel, and other market enforcement agencies with whom MACD must coordinate (federal Competition Bureau, Ontario Securities Commission, and American regulatory agencies like FERC, NERC and NPCC); and
    • Lead and manage all resource acquisition and development functions that impact performance, such as MACD's use of the IESO's Adjustment Account, employee hiring, training and development, and specialized contractor acquisition and management for the Division.

    What you'll do

    • Lead business planning and development activities that drive the Division's direction and performance.
      • Monitor, assess and proactively manage the Division's performance against MACD's performance measures and business targets.
      • Lead Divisional business planning activities to ensure alignment with MACD and IESO corporate vision and strategy.
      • ​​​​Design divisional and personal performance management mechanisms through the use of reporting dashboards and advanced analytics that are effective in assessing performance around portfolio project management, driving business outcomes, and intuitive for the audience
      • Define and oversee a framework, system and approach for information, evidence and data governance in MACD, to ensure that data used across the enterprise is rigorously managed and supports legally sound regulatory outcomes, including its use as evidence in legal proceedings
      • Identify and assess business risks and related mitigation strategies for the Division, and oversee the monitoring and reporting of risks to the Divisional leadership team, the IESO's Executive Leadership Team and the Board of Directors, as appropriate.
      • Manage the establishment and coordination of Divisional priorities to leverage strategic advance planning, ensure timely performance of deliverables, and enable agile change management.
      • Assess the sufficiency of existing business planning processes, adopt enhancements including policy development, and enable a culture of continuous improvement
      • Identify and assess new business development initiatives and opportunities for the Division.
    • Manage relationships with key partners within the IESO and build strategic partnerships. Ensure an effective governance framework is in place that enables necessary separation and coordination of respective IESO and MACD powers and responsibilities. Support the Division's relationship, communications and deliverables with the CEO, the Board of Directors and sub-committees of the Board of Directors.
    • Manage relationships with industry participants external to the IESO. Cultivate and support the Division's relationship, communications and active matters with regulatory agencies, such as the OEB, the MSP, the Competition Bureau, the Ontario Securities Commission, FERC, NERC and NPCC.
    • Manage, supervise and support a team of direct reports responsible for supporting the Senior Manager's execution of these key responsibilities.
    • Exemplify and drive a progressive and inclusive culture of employee engagement in the Division that nurtures commitment, organizational citizenship, respect for colleagues, and pride in the IESO mandate.

    What you need to succeed

    Required

    • Successful completion of a university degree in administration, business, finance, commerce, economics or a related discipline.
    • Demonstrated experience leading and supervising a team in a managerial capacity to achieve strategic objectives
    • Demonstrated knowledge and experience with business administration and policy development principles and processes to develop strategic business assessments, identify and oversee performance measures, and adopt tools and methodologies that drive efficiency, consistency and risk mitigation
    • Demonstrated experience identifying, managing and leveraging emerging issues, opportunities and related risks
    • Demonstrated experience in framework development and project management, overseeing a problem and project from the concept stage through the implementation stage
    • Demonstrated experience working and decision-making in a dynamic team environment with competing perspectives
    • Confident leader and communicator who delivers clear and engaging presentations, writes in concise plain language style, and conveys information in a manner appropriate to the audience
    • Working knowledge of analytics tools and technologies required for market regulatory enforcement work, such as evidence management systems, data analytics software

    Assets

    • Project Management Professional (PMP) Certification
    • Chartered Professional Accountant (CPA) Designation
    • Current knowledge of industry norms and best practices in business administration and employee engagement through continuing education
    • Knowledge or experience with North American electricity markets or with a regulatory compliance and enforcement body

    A period of between 10-12 years is considered necessary to gain this experience

    The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario .
