About Us:


The Department of Seniors, Community and Social Services (SCSS) leads seniors, income, employment, disabilities and community-based supports, family violence prevention, and family & community support services.


Forming part of the Appeals, Administration and Accountability (AAA) branch in the Strategic Services division, the Quality Assurance and Accountability (QAA) unit is responsible for establishing strategic direction, assessing and improving organizational performance, and assuring the public accountability of SCSS.

The QAA unit's core functions, including Quality Assurance (QA), Strategic Evaluation (SE) and Continuous Improvement (CI), operate as a comprehensive accountability 'system' that intensifies ongoing measurement, monitoring, evaluation, and improvement of SCSS programs and services that create a stable foundation for Albertans.

Role:

The Quality Assurance and Accountability (QAA) unit is seeking an engaging, collaborative and team-oriented socio-economic researcher who has the technical knowledge and experience required to lead the design, implementation, maintenance, and ongoing development of the SCSS Performance Management Framework (PMF) measures and indicators suite, which is the foundation for measuring and monitoring the ministry's organizational performance.


To implement the PMF across the ministry, every program and service in the department is expected to have the following Performance Management Approach for Programs and Services (PMAPS) deliverables to ensure there is a consistent approach to performance management: logic models, performance measures, plans for continuous improvement, and evaluation needs identified.

This position is responsible for the development, maintenance, and monitoring of the performance measures component of the PMAPS.


Responsibilities:

Reporting to the Manager, Quality Assurance this position is responsible for:

  • Facilitating the development of performance measurement frameworks and plans that support departmental, cross-ministry and GOA-wide priorities.
  • Leading the development, maintenance, and monitoring of performance measures created for the PMF, PMAPS and the SCSS business plan and annual report by working collaboratively with unit/branch members, divisional stakeholders, and programs and services.
  • Designing, implementing, and coordinating complex processes to collect, synthesize, and analyze performance measurement data while facilitating alignment and coordination within the unit/branch and with other areas of the Strategic Services division.
  • Developing new data reporting methods to improve access to performance information (e.g., build new reports and data visualizations so that performance measures results are readily accessible to all staff).
  • Developing communications documents and briefing materials pertaining to the operationalization, maintenance, and ongoing development of the PMF measures and indicators, including key messages, dashboard of performance analytics, articles, briefing notes, Ministerial reports and responses, and discussion papers.
  • Developing and delivering training and presentations critical to enhancing ministry staff and stakeholder understanding of and engagement with the PMF measures and indicators.
  • Serving on departmental and crossgovernment working groups (e.g., crossgovernment outcomes measurement initiative, providing input on the impact of systems development related to performance measures and data collection).
  • Serving as a comprehensive unit resource by supporting the development and implementation of quality assurance, strategic evaluation, and continuous improvement projects.

Qualifications:


Requirements:


University graduation in Social Sciences, Statistics, Economics, Mathematics, Business Administration, Public Administration or in related field plus 4 years related experience.


Equivalency:

Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

  • Contract management experience
  • Experience building dashboards (e.g. PowerBI)
