AREA OF RESPONSIBILITY:


Reporting to the Director, Building Design and Construction, the Business Advisor, Capital and Financial Management is responsible for leading and managing the Building Design and Construction financial capital budget while consulting with staff and clients on status, updates or changes and polices the decision processes to effectively manage cash flow, commitments and allocations.

The Business Advisor, Capital Planning and Financial Management role will advise, evaluate and analyze project and section budgets, capital planning, and reports for returns or top ups, with analytical and financial solutions.

Being the key representative in developing, implementing and managing the capital budget delivery and multi-year forecast the Business advisor will need to work closely with the Director, all Divisional Managers, Finance, Purchasing, Asset Management, clients and stakeholders.


The Business Advisor is also responsible for ensuring the Division's optimal performance including: Operational improvements and adherence to documentation and record keeping, ensure confidentiality is maintained based on the requirement to access, review, and distribute sensitive sectional or divisional and organizational communication, materials and records, managing and updating SOP's, implementing and providing training for new software and/or initiatives, and provide administrative expertise to meet organizational effectiveness and corporate service standards.


1. FINANCIAL AND BUDGET SUPPORT

  • Prepares and maintains the Divisional capital budget for new projects and capital asset state of good repair.
  • Liaise and assist the Business Services Division on a regular basis for Corporate reporting, operating budget recoveries, and year end forecasting and reconciliation.
  • Monitors financial accounts, advises on status and takes appropriate action to address identified anomalies.
  • Reviews Divisional activities against plan and budget and report on discrepancies, gaps and changes. Supports development of mitigation strategies.
  • Prepares Reports for internal communication of financial and project status for internal stakeholders, for both formal and informal reporting.
  • Establish and recommend budget requirements and/or adjustments based on capital project activities and planning to ensure effective resourcing and budget management at all times.
  • Contribute and liaise with other department/division heads and senior project leaders on the financial planning for DRP special projects related to the delivery and implementation.
  • Provide leadership and guidance in management and controls of implementation processes to facilitate the successful and timely delivery of projects.

2. CUSTOMER SERVICE

  • Champion collaboration with key external partners and stakeholder groups.
  • Provide strategic guidance to project leads and teams regarding budget, Divisional and Corporate goals and objectives in a professional and timely manner.
  • In unison with the Director's office and administration, provide support and guidance for new divisional initiatives, training, processes and programs.

3. OPERATIONAL AND ADMINISTRATIVE

  • Assists in the monitoring, development and adherence of SOP's for the division, and related sections.
  • Manages Divisional project management software (i.e. setting up new projects, funding and cost updates, changes, IT access, form and process creation, troubleshooting, and training).
  • Facilitates assignment of Divisional work orders using HEAT Ticket System.
  • Manage G: drive and SharePoint access for all staff (i.e. onboarding/offboarding).
  • Facilitates process to set up projects for approved Capital and emergency state of good repair.
  • Leads and/or assists administrative staff in the delivery of programs, training, protocols, and special projects.
  • Support, advise and provide recommendations on confidential matters which may have the ability to impact labour relations, i.e. staffing, onboarding, attendance monitoring, coordinating HR initiatives, training and/or policy writing.
  • Works well within diverse groups to achieve common goals and objectives that meet operational effectiveness and corporate service standards.
