About Us:

Elections Nova Scotia is an independent, non-partisan agency that is responsible for the administration of the Elections Act.

Its mandate is to conduct provincial general elections and by-elections; ensure compliance with provincial electoral law including the political financing regime; establish and maintain election-related information including the Nova Scotia Register of Electors and electoral geography and spatial distribution of electorate base.

Elections Nova Scotia is also mandated to provide support to the independent electoral boundaries commission charged with reviewing the boundaries of provincial electoral districts.

About Our Opportunity:


You will be reporting to the Director, Information Systems and Technology but at ENS, employees often multi-task to ensure the continuing renewal of the electoral process, and you as a Manager, Information Systems and Technology will play a pivotal role in this effort.

Using your up-to-date knowledge of the IT and geographical information systems (GIS), you will lead a team of senior programmers and GIS analysts to continuously modernize the electoral process, provide expertise and leadership in database design, systems analysis, and design, and develop standards and guidelines for data maintenance and implementation of data sharing framework for Elections Nova Scotia (ENS).


Primary Accountabilities:


  • Working with the Director, Information Systems and Technology to develop and/or deliver budget plans for the division and to develop and deliver plans and strategies to ensure priorities and objectives are met and are in alignment with the interests and objectives of the overall organizational election cycle strategy.
  • Develop and manage the requirements for guarding the security and privacy of information, ensuring internal staff and external stakeholders/partners adhere to defined standard operating procedures, policies, legislation, and regulations.
  • Lead the design, development, testing and implementation of ENS's electoral information management systems and GISbased mapping processes, and various online tools required to support the essential access to, and the management of electoral events.
  • Manage projects and work closely with technology vendors and cloud service providers in IT systems and infrastructure development and implementation and oversee the implementation of their contract.
  • Manage all technology usage during an election event; assessing and managing risk; providing guidance and resolution of problems relating to Elections Nova Scotia information systems and public facing webtools.
  • Mentor, coach, and monitor team to ensure priorities and objectives are met and provide effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communications, monitoring expenditures while adhering to procurement guidelines.

Qualifications and Experience:


You have completed a related bachelor's degree (such as computer science, information technology, geographic information systems (GIS), information management) and have at least eight (8) years of related experience; or a related Master's degree and six (6) years of related experience.

An equivalent combination of training and experience will be considered.


Must have:
- at least 6 years of related experience in IT Systems analysis;
- at least 6 years of demonstrated experience of information management;
- demonstrated experience in Database Management specifically using Microsoft SQL Server;
- demonstrated experience in user acceptance testing and quality assurance;
- demonstrated experience in IT and GIS project management and leading and supervising teams of IT and GIS professionals; and
- demonstrated knowledge of geographic and spatial concepts.
