Major Responsibilities:

  • Develops communication strategies aimed at strengthening the dissemination of environmental information by analyzing stakeholders needs, consulting with various divisions, environmental groups, city divisions and other levels of governments, etc.
  • Advises Senior Management on the potential impact of decisions and program changes and makes recommendations for environmental project strategies
  • Acts as a resource to section staff by providing advice in the determination of information requirements and reviewing reports
  • Compiles and maintains reference files on environmental audits, risk assessments, capital works projects, testing requests, and invoicing details
  • Liaises with City Divisions, environmental groups, government officials, etc., in order to develop environmental policies. Responds to the various divisions by providing information on environmental issues
  • Liaises with staff of other City divisions to coordinate the provision of information on the activities of those divisions regarding compliance with environmental Legislation and City Policies
  • Monitors and assesses environmental issues by conducting literature reviews, and inspections to assist the Project Managers and Manager, and project responsible persons with planning, implementing and follow up of projects, develops work schedules and identifies priorities for environmental issues
  • Inspects work carried out by or for the City of Toronto to ensure compliance with contract specifications, risk management plans, remedial plans and standards. Drafts tenders, requests for proposals, provides bid analysis and prepares reports
  • Inspects work on site conducted by contractors and consultants, program inspectors, issues field instructions, directs work on site, and prepares progress reports. Ensures City's policies, procedures and bylaws are followed
  • Investigates and responds expeditiously to inquiries and/or complaints from project/program clients, staff, elected officials and the general public

  • Checks all materials are installed as specified and to the appropriate level of quality. Makes value related decisions on alternatives used
  • Monitors contingency and contract budgets. Initiates instructions, change notices and change orders. Reviews progress and recommends progress draws for payment. Prepares detailed financial reporting of project status from planning through to completion
  • Provides advice to Project Managers and Manager regarding program resources and administrative procedures
  • Implements administrative systems to monitor program performance and track environmental compliance
  • Instructs and provides technical guidance and expertise and gives feedback to program staff, contractors and consultants with respect to projects relating to the section and ensures relevant policies, City By-Laws and Building Codes, etc. are adhered to coordinates and attends site meetings and project team/client meetings
  • Issues deficiency lists and prepares construction/project forms and documents
  • Follows up with contractors to complete deficiencies within a specified time and expedites warranty claims
  • Schedules turnover meetings and ensures all required documentation is obtained Project scope includes, and is not limited to, environmental, construction, maintenance, renovations, estimates, specifications, drawings, space planning and full completion of the project managers' documentations
  • Arranges inspections for total performance and for certification and recommends final payment

Key Qualifications:

  • Graduate of a recognized University or College in an undergraduate program of Environmental Science, Geoscience, Engineering, or an equivalent combination of education and experience.
  • Experience in coordinating multidisciplined consultant projects and/or capital construction projects.
  • Experience testing to evaluate a project site and contents of a factual data and recommendations report for geoenvironmental and geotechnical engineering or geoscience, hydrogeology, and pavement design.

You must also have:

  • Knowledge of legislation, and City Policies and Procedures including: Occupational Health and Safety Act, Environmental Protection Act, Construction Act, and City Standards and Specifications.
  • Ability to prepare and administer RFQs, RFPs, RFSQs for hiring consultants, including preparing Terms of Reference, evaluating proposals, and preparation of award reports.
