Position Summary

Under the general direction of the Senior Engineer Roadways Capital Operations (Materials Production & Engineering), the employee in this position is responsible to provide direction and co-ordination to contracts administration, inventory and scale control, calibration of scales and measurement devices and purchasing in accordance with established professional standards.

This position performs entry-level technical work including database management, material inspection, operations and inventory management. Duties & Responsibilities
Provide technical analysis and operational support related to aggregates/construction materials sales and inventory, planning, testing, management and performance
Provides the administration of crushing, screening and supply contracts, and communication of delivery schedule changes
Composes solicitation documents for a variety of procurement methods in accordance with the Purchasing Procedures Manual
Perform field inspections of materials delivered to the Yard and/or produced under contract
Review engineering design, material, testing and technology/equipment standards and specifications
Compares quantities on the invoices with internal records (scale reports) and resolves discrepancies
Approves invoices for payments, provides final inspection and releases holdbacks; prepares progress payment reports, and invoice authorizations for Landfill materials sales
Arranges for survey and density measurements of the stockpiles located in City Pits or in City Landfill, for the purpose of partial payment for the crushed or screened material
Examines inventory/scale control functions, reviews daily transactions for accuracy and ensures that daily transactions from the scale computer are transferred correctly into WAM and Oracle databases
Performs manual record transactions and entries into WAM while scale is out of order
Maintains and updates employee, truck and product databases
Troubleshoots minor scale problems, arranges for repairs and calibration of the scale and advises senior engineer of the major scale problems
Provides assistance to new and existing drivers using computerized scale
Analyses stock to ensure proper level of inventories
Arranges for the calibration of the aggregate scales
Prepares and updates scale operation manuals and reviews and revises related Job Safety Analysis and Standard Operating Procedures
Compiles and analyses data pertaining to granular materials usage, asphalt production, and roadways operations
Research, co-ordinate and assemble information and prepare technical reports (Microsoft Office Software)
Perform other duties as required. General labour for maintenance and cleaning of the scale, including but not limited to shoveling, snow clearing, and sweeping. Education & Experience
The knowledge, skills, and abilities are obtained through completion of a two (2) year diploma in Civil, Environmental and/or Water Resources Engineering Technology
The completion of courses or certification in PMAC, computer operation, data processing and inventory control, and/or training in IT systems or computer troubleshooting, would be an asset
Knowledge, Skills & Abilities
Be in good physical condition
Knowledge of transportation infrastructure, planning, management, design, materials, operations, construction, maintenance and preservation
Knowledge of WAM in relation to the operation of the unmanned scale system.
Knowledge of environmental regulations as they relate to granular material utilization.

Knowledge of the general rules & regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.

Ability to operate equipment safely and efficiently (such as a snow blower, air compressor, pressure washer and others).
Ability to follow WAM written procedures.
Ability to communicate effectively in oral and written form.
Ability to maintain accurate records and data.

Ability to establish and maintain effective working relationships with supervisors, managers, sales representatives, staff of other branches and departments, and the general public.

Skill and ability to design and create reports using computerized report-writing software.
Skill to evaluate progress and quality of engineering projects, programs, contracts and operations
Skill to work independently and prioritize tasks and projects

Demonstrated ability in the use of computers including standard City of Regina software programs such as Microsoft Office Suite (OneDrive/SharePoint, Excel, Outlook, and Word), and internet browsers.
