Responsibilities:


PRIMARY PURPOSE


Manages acquisition, refurbishment, overhaul and decommissioning of the rail group's fleet assets in support of strategic business plans for expansion and replacement.

Supports development and implementation of a diverse capital project portfolio, including all project phases from concept to implementation.


KEY ACCOUNTABILITIES


Supports development of strategies and plans for acquisition, refurbishment, overhaul and decommissioning of fleet assets in support of the Mayor's plan and BCRTC priorities.

Leads development of policies, procedures and standards for fleet acquisition, refurbishment, overhaul and decommissioning and ensures compliance with related regulations, industry standards and codes.


Collaborates with TransLink's strategic sourcing department throughout the RFP process to select, negotiate and establish major contracts in support of capital projects.

Applies expert project management and engineering expertise to support the Director on large fleet acquisition for multiple rail systems, including SkyTrain, Canada Line and West Coast Express.

Develops and manages the decommissioning of end-of-life railway rolling stock.

Develops fleet decommissioning plans and liaises with multiple internal and external stakeholders, and vendors to manage the implementation according to related regulations and standards.


Liaises with maintenance, engineering and asset management departments to ensure the life cycle asset management of the rolling stock of the rail company.

Develops and implements strategic success measures and key performance indicators, ensuring alignment with internal benchmark standards. Supports development of the Fleet Department risk register and develops strategies and recommendations to mitigate the identified risks.


Forms strong partnerships and develops the trusted, productive relationships and highly responsive interaction with multiple internal and external stakeholders at different levels.

Provides advice and status reports to executives, government officers and related stakeholders. Alerts the Director on critical issues as they emerge.

Manages Fleet Department staff, including selection, development, coaching, performance, and assigning/reviewing work.


Qualifications:


EDUCATION AND EXPERIENCE:


The requirements for this job would be acquired through a degree in engineering, planning or a related discipline, and 7 years of related experience in commuter or passenger rail fleet acquisition, refurbishment, overhaul and decommissioning, including the management of unionized staff.


OTHER REQUIREMENTS:
Expert knowledge of the concepts, principles, practices, and techniques pertaining to commuter or passenger rail fleet acquisition and decommissioning.

Advanced knowledge of the relevant standards, legislation, acts and regulatory requirements pertaining to the rail industry.

Advanced project management skills to provide strategic leadership and oversight to a diverse portfolio of significant capital projects.

Advanced interpersonal and communication skills to represent the rail division internally/externally in a strategic planning and project oversight capacity.


Advanced problem-solving and decision-making skills to support collaborative resolution of problems and issues and mitigate critical issues as they emerge.

Advanced analytical skills to direct the assessment of fleet requirements, interpret results, and identify critical needs and potential exposures.
