  • Job Description
***: This position co-ordinates the development, implementation and monitoring of various waste management projects identified in the County's waste management strategy and/or as approved by County Council.


DUTIES AND RESPONSIBILITIES (not listed in order of priority):

  • With Supervisors assistance, prioritize and schedule the implementation of recommendations contained in the County's waste management strategy.
  • Varying degrees of project management including coordinating the development, implementation and monitoring of various Solid Waste Management projects.
  • Assist with the development of tenders, REI's, RFP's, etc. related to various waste management programs/projects and participation in the evaluation of proposals. Monitor the performance of contracts pertaining to waste management programs/projects.
  • Co-ordinate and participate in waste audits and studies.
  • Development of quarterly and annual summaries for County's waste management programs, including consolidation of statistical data, review of data for accuracy and analysis of system performance.
  • Coordinate the annual WDO datacall, or other third party data submissions required as per the changes in provincial regulations, on which departmental funding relies.
  • Monitor changes to waste management legislation and policy changes; analyze and report on potential impacts to the County.
  • Assist Supervisor in preparation of Committee and Council reports.
  • Research, evaluate and report on various waste management programs and technologies utilized in other jurisdictions and report on the feasibility of implementation of similar initiatives in the County of Simcoe.
  • Communicate, develop and maintain effective relationships with consultants, local municipalities, school boards, NGO's, other County divisions and the public.
  • Coordinate with the Service Simcoe Department on creation, printing and mailings of promotion and education materials. Creation of outreach and education material as it pertains to waste management programs and collection services. Attend open houses, provide presentations, and represent the County at events, schools or other organizations as required.
  • Creation and publishing of content for the website and Simcoe County Collects App specific to the promotion of Solid Waste Management programs and coordinating with the Service Simcoe Department as necessary.
  • Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.
  • Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
  • Other duties as assigned.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION:


  • Successful completion of a University Degree or College Diploma, in Environmental Studies or related field.
  • Certificate in Project Management would be an asset.
  • Strong understanding of waste management policy and initiatives and related legislation and their potential impacts.
  • Thorough knowledge of municipal waste management programs and practices.
  • Demonstrated project management experience in waste management.
  • Valid Ontario Class "G" drivers license and access to a reliable vehicle
  • Strong interpersonal, time management, presentation, multitasking skills, and communication skills.
  • Criminal Records Check with Vulnerable Sector Screening that is less than six (6) months old at time of hire.

EXPERIENCE:


  • Minimum three (3) years of experience in managing projects, successfully conveying technical issues to stakeholders, strong research and evaluation skills in cost/benefit analysis.
  • Demonstrated abilities in Corporate core competencies including communication, customer service, teamwork, initiative/innovation, personal effectiveness, problem solving/judgment, scheduling, planning and flexibility.
  • Ability to multitask, problem solve and meet deadlines, often with competing priorities

EFFORT:


  • Dealing with the public and contractors, in potentially contentious and/or confrontational situations.
  • Involves some freedom of movement and some occasional lifting and moving of boxes, etc.
  • Management of multiple tasks and meeting established timelines.
  • Focus on detail, analysis, listening and visual attentiveness.

WORKING CONDITIONS:


  • Predominantly working in the office environment, may require site visits (requires personal protective equipment), occasional driving, some evening and weekend work.
