The Regulatory Affairs Department at ICBC is seeking a Regulatory Advisor to join the team.

This is an exciting opportunity to work across the entire organization and lead a vital function for the corporation as the conduit to the BC utilities commission.

You will be working on team of professionals tasked with preparing regulatory submissions that ensure we are transparent in proposing Basic rate changes that are adequate, efficient, just, and reasonable for British Columbians.

Specific Accountabilities- Provides regulatory advice, facilitation, training, guidelines, research, analysis and planning to executives, senior managers, and witnesses on regulatory issues, deliverables (e.g. filings, information request responses, decision interpretation, correspondence), and implementation of regulatory decisions.- Facilitates the resolution of regulatory issues (including corporate and cross-divisional) to ensure alignment with filing, regulatory and corporate strategies. Provides direction, guidance and assistance to others participating in gathering, analyzing, and preparing reports and studies for submission to the regulator and/or with a regulatory component.


Soft Skills Requirements Strong interpersonal skills and the ability to communicate effectively with key stakeholders at all levels will also be critical to your success.- This position involves working to tight and challenging deadlines and may include extended work hours during regulatory proceedings.


Technical Requirements- Undergraduate degree in Finance, Economy, Statistics, or similar field. Additional certification would be an asset.- Minimum of 6 years' experience in similar roles, preferably working in regulatory or crown corporations, with a matrix reporting line.- Sound knowledge of the regulatory model as applied to ICBC, other regulated utilities, and other insurance and utility regulatory models in other Canadian jurisdictions.- Understanding of the regulatory, social, economic, and political environment in which ICBC operates.- Solid experience in insurance, finance, economics, rates, and rate-making processes.- Demonstrated ability to work with corporate strategies, programs, goals, objectives, corporate business functions and products.- Knowledge of the governing acts and regulations pertaining to ICBC, the regulator and private insurance companies operating in B.C.

Work arrangements defined:

Hybrid 8 - you will work a minimum of 8 days per month at your primary in-office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
