Description of Duties:


Administers housing databases and datasets, specifically the Region's use and administration of the federal Homeless Individuals and Families Information System (HIFIS) as a tool for measuring, monitoring, and planning service delivery at a program and system level as part of the Region's role as Service System Manager.


Analyses housing and related data, implements data visualization tools and data models, and develops/adapts data sets to capture key metrics and insights to support housing program planning, projects, programs, and initiatives.


Duties/Responsibilities:


Provides day-to-day technical support to users of the Homeless Individuals and Families Information System (HIFIS), primarily service providers reporting data as part of service agreements.

Troubleshoots and resolves issues, including staff from HIFIS national, as needed.

Ensures data integrity and accuracy in data and datasets. Monitors system use and data reporting by service providers as part of agreements. Follows up with program analysts or service provider to fix errors and/or facilitate supports (e.g., training).

Designs, extracts, modifies, compiles, automates, and maintains datasets, interactive dashboards, and data visualization tools (e.g., data dictionaries, visualizations, indicators).


Presents data in effective, engaging, understandable formats using a variety of software and analytical tools and data based on request or project needs.

Prepares regular program reports, as well as for provincial/federal funders and Council/Committee.

Leads the design and implementation of new/updated data sets, including for divisional projects and initiatives. Develops data models and analysis methods to organize and extract information from varied databases. Determines relevant data and data for use, including integrating varied data to provide insights and inform planning discussions.

Collaborates with program staff and management regarding policy and directives, program monitoring, and administration. Facilitates changes in systems/technology. Develops templates, designs fields and process flows to meet compliance and reporting requirements. Provides expertise on data quality standards and input on operational protocols that service providers must follow.


Leads/coordinates changes to data reporting requirements and system use with service providers and other stakeholders such as corporate ITS, federal HIFIS contact, and program analysts based on scope and scale of change.

Develops project plans for implementation within timelines/deadlines.

Acts as the Region's HIFIS system administrator. Provides user access; monitors user accounts and access control. Maintains data sharing and user agreements.

Creates and maintains issue-tracking documents, and compiles resolutions as appropriate. Maintains documentation for support processes, business continuity, technical installations, and system management (e.g., data dictionaries).

Develops and maintains training resources for system users and provides training. Chairs technology and training working group meetings with system users.

Provides expertise in database/data model design, development, and maintenance. Analyses system capabilities, including integration with other systems, and best practices for data collection, management, and reporting.


Has contact with other municipalities, Ministry staff, consultants, vendors, service partners, divisional and departmental staff, and other partners (e.g., ITS, public health, information and privacy) to exchange information and support data and system requirements.

Leads/participates in internal and external advisory/working groups made up of same.


Maintains effective, collaborative relationships with corporate ITS staff, consultants, vendors, and other partners to assist with system performance, maintenance, data integrity, and report development.

Provides analytical and technical support to other divisional areas regarding their data and system needs.

Plans and prioritizes work according to priorities established by management. Develops solutions to increase data quality and efficiencies for management approval. Refers complex issues to management, including major system changes that require significant resource commitments.
