Under the general direction of the Sergeant, the Data Scientist is responsible to conduct large-scale and targeted statistical data analysis to identify trends, support critical decision making, and for reporting to both management and project participants.


As a Data Scientist
you will:

  • Conduct large-scale and targeted statistical data analysis to identify trends, support critical decision making, and for reporting to both management and project participants
  • Research best practices and keep up to date on new technologies and data initiatives
  • Other duties as assigned

Your education and qualifications include:


  • Bachelor's Degree in Computer Science, Statistics or related field
  • Business Intelligence Certificate and/or Master's Degree, an asset
  • 48 months progressive experience in:
  • SQL, R, or Python
  • SAS, SPSS, or other equivalent tools
  • Data analytics, interpretation of data and statistical modelling
  • 48 months experience with databases, ETL, and data warehousing integration including organizing, compiling, manipulating, analyzing and summarizing large datasets
  • Demonstrated advanced level proficiency in Microsoft Word, Excel, Access
  • Working knowledge of graphic design using Adobe Illustrator (or equivalent)
  • Proficient using business intelligence tools/platforms such as Tableau or PowerBI
  • A consistent track record of informing senior leaders and realizing efficiencies and improvement through innovation and project delivery
  • Proficient in the use of data repositories and the integration of opensource programming and tools to meet a given need
  • Proficient with GIS (Geographic Information System) / GLI (Geospatial and Location Intelligence), cartography and mapping
  • Demonstrated ability in data collection, writing summaries, and visualizing data
  • Ability to conduct research, analyze complex issues and make recommendations based on sound judgement
  • Strong analytical, problemsolving and organizational skills, together with an ability to take initiative, multitask and work under time constraints
  • Excellent oral and written ability to communicate effectively with other professionals and all levels within the organization, and the ability to present research findings effectively to varying audiences
  • Demonstrated interpersonal skills and the ability to work cooperatively, collaboratively, and professionally with fellow employees at all levels, consultants and external stakeholders
  • Ability to work independently and in a team environment
  • Ability to establish and manage effective partnerships and agreements with a wide variety of community/business groups, agencies, associations and civic departments
  • Knowledge of operational process asset management principles and practices and ability to integrate data science for the effective and efficient use within the Service's investment planning process
  • Knowledge of project management principles and the ability to manage multiple projects and coordinate and facilitate activities as assigned
  • The ability to establish and maintain a positive, respectful, safe and healthy work environment that supports the physical, psychological and social working relationships with members at all levels in a team environment

Minimum requirements:


  • Canadian Citizen or Permanent Resident
  • Minimum 18 years of age
  • No involvement in any criminal activity within the last two years (including illegal drugs)
  • No criminal record for which a Pardon has not been granted

Conditions of Employment:


  • Ability to pass a level 3 Winnipeg Police Service security check and maintain clearance
  • Prior to commencement of employment, the successful applicant will be required to provide proof of COVID19 vaccination by providing a Government of Manitoba issued QR code and photo identification or providing proof of an exemption from the COVID19 vaccination approved by the Government of Manitoba
