Overview:


Reporting to the exempt Accounts and Budgets Supervisor, this position is responsible for providing support for the RCMP Detachment's TEAM (Total Expenditures and Asset Management) system, including the maintenance of system records, and the provision of training and user support to detachment users.

The position is also responsible to provide a variety of payroll, financial and administrative support to the Detachment.


Examples of key responsibilities include, but are not limited to:

  • Oversees TEAM system for end users and provides user support; identifies, assesses and troubleshoots user issues; maintains liaison with technical staff to resolve technical issues; assesses user requirements and system functionality, and recommends procedural changes and workflow improvements; provides support for system administrative functions and testing as required.
  • Creates and prepares TEAM training course materials, and provides inhouse training and instruction to detachment users; provides group training sessions, presentations and workshops, as well as oneonone training as required; provides communications on system updates and new capabilities.
  • Reviews, maintains and processes personnel records for the Detachment, such as employee scheduling, movements, transfers, terminations, status, salary, and reporting structure; performs the administration related to changes in employee status such as medical and parental leave, and graduated return to work.
  • Responds to enquiries concerning policy interpretations, eligibility and entitlement regarding benefit and pay related matters; and provides related guidance and assistance as required.
  • Reviews, processes, verifies and authorizes payment for all member overtime, acting pay and shift premiums; reviews and authorizes expense claims, travel requests and extra duty pay; ensures for the accuracy and entitlement of submitted claims, in adherence to established policies.
  • Reviews employee schedules and timesheets; verifies related coding and entitlements; performs time entries and adjustments; monitors overtime usage against budgeted allotment; and reports on issues requiring the intervention of a superior as required.
  • Maintains liaison between detachment personnel and city departments on matters related to payroll and human resources; provides information and assistance on matters related to the work as required.
  • Performs a variety of other financial and administrative support to the Detachment as required, including accounts payable, receivable and purchasing related duties.
  • Prepares and maintains a variety of reports, records and documentation related to the work; prepares accounting and statistical documents; researches and prepares information for special projects.

Knowledge, Skills & Abilities:


  • Considerable knowledge of federal, provincial and municipal government laws and regulations, and of RCMP detachment policies, procedures, and administrative practices applicable to the work.
  • Considerable knowledge of employer practices and union agreements with respect to employee administration, benefits and entitlements.
  • Considerable knowledge of the principles and practices of clerical accounting and payroll related functions, including the preparation and calculation of payroll, from time entry review to processing.
  • Ability to provide user support and to identify and assess user problems and requirements in relation to system functionality, and to provide nontechnical support for system administration and testing.
  • Ability to develop and deliver TEAM training course materials, sessions, presentations and instruction.
  • Ability to review and process a variety of personnel and payroll related records, claims and timesheets, ensuring for accuracy and entitlement in accordance with established policies.
  • Ability to prepare, maintain and ensure for the accuracy of a variety of personnel, payroll and finance related records, reports, statistics and documentation.
  • Ability to maintain effective working relationships with a variety of internal and external contacts; to communicate effectively to the intended audience, both orally and in writing, using tact and sensitivity.
  • Ability to work independently, and to make decisions according to established policies and procedures.
