  • Under the direction of the Team Lead, Infrastructure Assessment, the RoW Infrastructure Inspector works collaboratively with other departments within the business unit to document, assess, and ensure quality service delivery within the Right of Way (RoW).
  • The RoW Infrastructure Inspector will possess a good understanding and appreciation of PW's diverse infrastructure. They are responsible to inspect, assess and prioritize work related to outdoor assets within the Right of Way. They provide service to the public by responding to service requests, creating work orders, and providing education. The RoW Infrastructure Inspector demonstrates technical knowledge, and sound judgment in documenting maintenance activities for the business unit.
    Key Duties & Responsibilities
  • Provide service delivery for HRM's outdoor infrastructure in the Right of Way through assessments, inspections, inventory, and data collection. Examples
  • Level 1 Bridge Inspections, CN Rail Crossing Inspections, Transit Shelter Inspections
  • Conducts planned road patrols with HRM's service standards to identify defects and prioritize deficiencies in the interest of public safety and for the planning of work by the Works Planning Technicians.
  • Responds to customer service inquiries related to the maintenance and repair of infrastructure within the RoW
  • Creates work orders reflecting service standard priorities while providing a preliminary work estimate to assist staff in the scheduling of work activities.
  • Provides education to members of the public and businesses regarding Municipal services and procedures.
  • Investigates and takes appropriate action on unauthorized occupation, activities, or encroachments within the Right of Way; takes appropriate action to resolve the investigations, including educating citizens and notifying and liaising with other HRM business units.
  • Reviews sidewalk cafe plans and Designated Smoking Area requests and inspects locations to ensure compliance with Municipal By-Laws.
  • Maintains accurate records of calls made, service requests investigated, and work performed, investigates claims, and updates the Asset Registry. May be required to represent HRM in legal proceedings.
  • Collaborates, communicates, and coordinates with Customer Service Reps, Work Planning Technicians and Supervisors.
  • Ensures a healthy safe working environment following the guidelines setout in the HRM's Occupational Health and Safety policy manual and Provincial Safety regulations established by the Regulatory bodies
  • Remains current in technology, legislation, and best practices related to this position.
  • Mitigates hazards as required
  • May perform other related duties as assigned.

QUALIFICATIONS

Education & Experience

  • Certified Engineering Technologist (CET) or related field of study
  • 12 years of experience in the construction industry, including the maintenance and inspection duties
  • Must have and maintain a valid Nova Scotia driver's license with drivers abstract provided annually

  • Demonstrated administrative and organizational skills
  • Excellent oral and written communication skill
  • Ability to plan, organize, and prioritize work
  • Ability to work within a team environment
  • Experience in dealing with the public and other stakeholder groups
  • Knowledge of HRM's Red Book specifications, HRM By-Laws, traffic control manual
  • Proficiency in estimating and measuring, as well as recording quantities of materials required
  • Proficiency in daily recording of work activities in a clear and concise manner
  • Must have the ability to read and interpret engineering drawings, tender documents, and specifications

WORK STATUS: Two permanent, full-time positions
HOURS OF WORK: Monday to Friday; 35 hours per week
SALARY: Non-Union Level 5 $60,800 - $83,530; to be commensurate with experience
