Check out this exciting opportunity to be part of the project team for the 2025 Edmonton Election The Edmonton Election is a large-scale, multi-stakeholder, complex, and highly legislated civic project that occurs every four years.

Reporting to the Director, Corporate Records, Elections and Information Management, this position is responsible for planning, operations, and emergency preparedness for the 2025 Edmonton Election.


You will ensure activities related to project planning, election facilities, and supply chain management and delivery all contribute to a successful election, as well as ensure that work aligns with the election principles which are accessible, inclusive, equitable, ethical, and safe.

With a focus on the City of Edmonton's Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Lead the development and oversight of the Election project management plan, under the overarching framework of the ELP Program Charter and ensuring compliance with the Local Authorities Election Act (LAEA), Municipal Government Act (MGA), Education Act and Election Bylaw, and ensure it incorporates the guiding principles
  • Work with the Director and other project team members to develop the timing and flow of meetings, communication channels, decision processes, and project documentation
  • Develop and oversee systems to track and monitor project progress and risks, and make adjustments as necessary to ensure it is delivered on time and within budget
  • Provide oversight for voting subdivision planning, secure safe and accessible voting station locations, warehouse and supply management and distribution
  • Oversee warehousing and supply distribution operations
  • Ensure the secure storage, tracking, and distribution of over 600,000 ballots, 300 voting tabulators, and 200 tablets, as well as other voting station supplies
  • Support and oversee the planning for and delivery of three key operational elements during the Election Period (Advance Vote and on Election Day): Election Central Call Centre, Count Centre and Results Centre, and Ballot Accounting and Recount Readiness
  • Oversee the development and implementation of an Election Visitors Program for members of other municipalities so they may attend and observe the 2025 Edmonton Election
  • Lead a team of three direct reports and over 80 in direct reports during Advance Vote and on Election Day
  • Support the Director and Returning Officer with timely notification and/or escalation of issues
  • Ensure there is overarching Election Emergency Preparedness, and coordinate with Corporate Security to ensure appropriate security is deployed throughout the Election period
  • Develop and oversee project debrief meetings and project close out reports, and oversee the drafting of the final project report
  • Perform other related duties as required

Qualifications:


  • University degree in public administration, political science, business administration, or a related field, with management/leadership training. A Master's degree is an asset
  • Minimum 7 (seven) years of progressively responsible experience in a complex, multidisciplined organization managing the implementation and execution of large projects, preferably within municipal government or a large diverse organization
  • At least 5 (five) years of progressively responsible experience in inventory management, warehouse operations management or logistics management, preferably within municipal government or a large diverse organization
  • Certification in Project Management is an asset
  • Supply Chain Management Professional (SCMP), or Certified Public Purchasing Officer (CPPO) or American Production & Inventory Control Specialists (APICS) is an asset
  • Local Authority Administration Coursework or Certification (NACLAA I or NACLAA II) is an asset
  • Experience in human resource or volunteer management is an asset
  • Strong project management and business process development skills, including use of project management tools such as Smartsheets
  • Knowledgeable about inventory management and control and City of Edmonton directives, procedures and standards
  • Working knowledge of local government processes, the Municipal Government Act, Local Authorities Election Act, and City of Edmonton Bylaws, Policies, Procedures and directives
  • Proven leadership, coaching and mentoring skills, with the ability to build and lead a high performing team, ensuring project goals and timelines are being met
  • Proven ability to handle and protect confidential information, and work under pressure and meet strict and legislated timelines
  • Ability to use inventory management and warehousing tools such as WMS, Materials Management programs and spreadsheets
