The Municipality of Chatham-Kent has openings for one (1) temporary full-time Shelter Lead in the Employment & Social Services division.

This temporary full-time opportunity is for a period up to May 2025.


Shelter Leads provide support and oversight to frontline Shelter Workers and help in maintaining the day to day operations of the emergency shelter.

Shelter Leads, in accordance with municipal policies and procedures, help maintain order in the shelter and help the residents achieve success in transitioning to housing through a client focused and harm reduction perspective.


Essential responsibilities

  • Shelter Leads are responsible for ensuring that all staff and stayers are following the policies and procedures of the emergency shelter
  • Maintain a belief that everyone deserves the opportunity to be housed and improve their life's circumstances
  • Lead a team in a fastpaced and constantly changing environment
  • Provide support to clients who are facing issues of poverty, mental health, addictions, abuse, and social isolation within one of our shelters or respite services
  • As part of the Shelter team, the Lead will also assist with cleaning of common areas, bathrooms, dorm rooms and staff areas
  • At times assist the Supervisor with the recruitment, training, and supervision of identified frontline staff
  • Coordinate client services with the shelter team, including delegating clientrelated tasks
  • Coordinate support services for clients staying within emergency shelter and assist them in connecting with necessary services that will improve their short and longterm outcomes
  • Participate and provide input on the length of potential service restrictions
  • Participate in community based meetings to provide information that may lead to improved services and supports for individuals that we are assisting
  • Transport and/or accompany clients when necessary to viewings, mental health appointments, court appearances, income support appointments, Children's Services case meetings, and/or other relevant appointments
  • Research and identify sustainable housing supports and subsidies, affordable legal support services, courthouse processes and etiquette, and income support services, making the necessary community referrals
  • Support the development of client life skills, including providing support with parenting skills, budgeting, liaising with landlords, and/or navigating the legal system. Support with accessing income support, emergency protection orders, parenting orders, visitation, and navigating family enhancement orders or other forms of Children's Services involvement is also required
  • Perform initial screenings and assess client eligibility for admittance to emergency shelter programs
  • Admit clients and assist them to integrate into the emergency shelter environment by providing a tour of the program, explaining the rules and policies, fire safety procedures, and harmreduction and housing first philosophy
  • Assess and assist with addressing client's personal hygiene, medical, financial and emotional needs and refer them to appropriate community health, housing and social support services if necessary
  • Monitor and enforce shelter rules and regulations
  • When necessary discharge and restrict stayers as per provided policy and procedures
  • Available to assist with emergency shift coverage
  • Follow and enforce all COVID19 protocols and precautions
  • Provide assistance when medical emergencies and other critical incidents occur within the shelter using problemsolving and crisis intervention to deescalate conflicts

Essential Qualifications

  • University degree in Social Work or Social Sciences program; plus two to four years of related experience, or a combination of education and experience.
  • Experience in directly assisting homeless or precariously housed persons with psycho, social, physical, emotional and/or environmental problems in an emergency shelter or social services setting
  • A minimum of one year of supervisory experience is preferred
  • Strong background in nonviolent crisis intervention and deescalation, as well as creative problem solving
  • Strong knowledge of the principles of harm reduction, antioppression, housing first, and traumainformed care; relevant experience may be substituted
  • Strong knowledge of best practices in family violence, genderbased violence and intimatepartner violence intervention
  • Experience working in a fastpaced environment with multiple pressing demands and needs
  • Current knowledge of community services, resources, policies, programs, procedures and issues affecting client population
  • Experience in leading a team towards a shared goal and a desire to lead by example
  • Ability to appropriately assess situations and problem solve, and to deescalate interpersonal conflicts in an effective fashion through crisis intervention techniques
