Are you keen to directly impact the experience citizens and community groups have in parks and off leash areas? The Operations Program Delivery and Partnerships team is seeking a
Parks Program Liaison for Dog in Open Spaces Strategy who is passionate about implementing, enhancing, and completing projects as they relate to City Plan to build spaces for those who live, work, and play in Edmonton.


As a champion of the strategy, the role will identify, develop and implement systems and processes to streamline business and support data based decisions related to the Dog in Open Spaces Strategy.

This role will liaise and advocate on behalf of multiple internal functional areas to support developers and other external partners in the development, enhancement, and maintenance of the Dog Off Leash areas.

The role will be accountable for the strategic planning, performance & monitoring, and reporting along with the ongoing evaluation and implementation of the strategy and related initiatives.

Strong communication skills are required as this position requires a high level of interaction with the community and industry.

Strategy & Program Management:


  • Execute, evaluate and continuously improve the implementation plan and programs in cooperation with multiple City departments and operational work units
  • Collaborate with a team to continue with the implementation plan from the Dogs in Public Spaces 10 Year Strategy
  • Monitor and manage overall risk to the strategy and programs as well as to the City and its reputation
  • Create, leverage and maintain strategic relationships necessary to advance the goals and objectives of programs/projects
  • Manage, procure and maintain program supplies within a defined operating budget

Leadership:


  • Recruit, train, and supervise permanent staff and support a seasonal team that will help support Dog Off Leash programs
  • Providing support as needed to other areas within Operation Program Delivery and Partnership
  • Hold project teams accountable for the key deliverables throughout the lifespan of a project and ensuring that processes and policies are being adhered to
  • Ensure program team is empowered and have the competencies, tools, and equipment required for them to perform their roles

Communication and Engagement:


  • Lead and facilitate discussions with interdisciplinary teams and external stakeholders to enhance collaboration and communication to assist with the development dog off leash areas
  • Engage all internal and external stakeholders through development and implementation of communication plans and public engagement plans; act as a spokesperson
  • Develop sponsorship programs and cost sharing models for off leash area enhancement
  • Coordinate all communications related to programs; develop and implement communication and public engagement plans; act as a spokesperson
  • Participate in and when required, facilitate the mediation of complex issues related to the dog of leash area development, enhancements and decommissioning: participate in design and construction meetings
  • Qualifications:
  • Bachelor's Degree in Physical Education, Recreation Administration, Business Administration or a related discipline
  • 7 years of professional experience in the field of community/parks recreation or programs, parks operations or management, or a related field
  • Extensive knowledge of current strategies, policies, and trends in leisure, parks, partnerships, and sponsorships
  • Leadership ability and people skills in community development, personal relations, mentoring, guiding, and problem solving with diverse partnership groups including recognizing and managing group dynamics
  • Strong interpersonal communication skills and political acumen to effectively respond to council, senior management and public inquiries
  • Demonstrated project management skills and understanding of development processes
  • Understanding and experience in facility administration, operations, and management is an asset
  • Project Management certification is considered an asset
  • Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the applicant to obtain business use auto insurance
  • Compliance with the City of Edmonton's safety standards for Personal Protective Equipment (PPE), such as wearing steel toed boots, is a requirement for this position
  • Hire is dependent on Police Information Check
