Major Responsibilities:


Data Analytics:

  • Collects, analyzes, evaluates and synthesizes data to develop recommendations for improvements to existing Divisional projects, policies and services.
  • Identifies and monitors information on compliance risk to forecast problematic areas and future needs.
  • Provides evidencebased policy analysis and research support on a broad range of compliancerelated topics and issues which may include audit and compliance, accessibility, transportation planning, environmental initiatives and other relevant aspects to the industry.
  • Responsible for the oversight, accuracy, completeness, and maintenance of various databases used to log and track compliance efforts.
  • Develops and administers reports on the performance of compliance audits using innovative interactive reporting techniques.
  • Conducts data analysis and research to measure and inform regulatory compliance of VehicleforHire, ShorttermRental, and other bylaws within the Compliance & Reporting portfolio.

Research

  • Conducts research relating to bylawspecific industries, big data, data analytics, data science, machine learning and data visualization topics in order to build an understanding of best practices.
  • Prepares abstracts, reports, technical memos, maps, presentations of analyses and studies.
  • Maintains an electronic library/catalogue of applicable research data, statistics, books, periodicals and reference material.
  • Summarizes findings by preparing static and interactive visualizations including maps, tables, graphs, charts, diagrams and graphics.
  • Researches best practices on datadriven compliance analytics and big data initiatives from academia and other municipalities and levels of government and prepares briefing notes, presentations and technical documentation for dissemination to the senior leadership.

Communication

  • Attends meetings with divisional staff; networks with other Divisions, different levels of government, committees and community agencies as and when required.
  • Provides related ad hoc reports as and when requested by the Manager, Supervisor or other division staff.
  • Prepares documentation such as Briefing Notes, Recommendation Memos, Bid Award Panel reports, Staff Reports, Purchase Requisitions, etc.

Key Qualifications:


  • Postsecondary education in a discipline pertinent to the job function (e.g. Computer Science, Statistics, Data Analytics) or an approved equivalent combination of education and experience.
  • Considerable experience in research, data collection, writing summaries, and visualizing data (Tableau).
  • Considerable experience in advanced data analytics, interpretation of data, and statistical modelling using Python, R, SQL, or other equivalent tools.
  • Experience with databases and data warehousing including organizing, compiling, manipulating, analyzing and summarizing large datasets.
  • Experience with GIS (Geographic Information Systems), spatial analysis, spatial databases, cartography and mapping.

You must also have:


  • Welldeveloped oral and written communication skills with the ability to communicate effectively with all levels of staff within the organization.
  • Strong analytical, problemsolving and organizational skills, together with an ability to take initiative, multitask and work under time constraints.
  • Ability to lead projects with aggressive timelines.
  • Strong interpersonal skills and political acuity with the ability to work cooperatively and professionally with City staff at all levels, consultants, contractors and external stakeholders.
  • Ability to work independently and in a team environment under mínimal supervision.
  • Knowledge of regulatory compliance framework is an asset.
  • Knowledge of writing programming languages is an asset.
  • Knowledge of machine learning including supervised and unsupervised learning algorithms, pattern recognition, artificial neural networks, and deep learning is an asset.
