Position Purpose:


The Supervisor, Records is accountable to implement and reinforce procedures ensuring the availability of distribution system asset records associated with engineering and operations functions.

This role also focuses on prioritizing, tracking and overseeing all transactions against the GIS database from a standards, quality and throughput perspective.

The Supervisor, Records provides leadership and support to Asset Records staff by setting and monitoring departmental objectives, policies, budgets and operating plans.


Key Responsibilities/Accountabilities:


  • Accountable for maintaining and securing electronic and paper records to sustain a comprehensive GIS record system for the utility distribution system and associated data management of assets, easements, joint use records, etc.
  • Delivers high quality drafting and records services to Engineering stakeholders for capital and maintenance programs
  • Manages all land rights issues for distribution system plant and managing all property divestiture issues including environmental cleanup and approvals
  • Develops, monitors and measures techniques to ensure completion of annual metrics, compliance and administration of 3rd party agreements/licenses
  • Responds to customers, contractors, consultants and outside agency requests
  • Leads and/or participates in department projects and key initiatives to ensure quality and timely completion within budget including contract negotiation and administration for customer related projects
  • Plans, organizes and supervises daily activities of operational unit
  • Provides coaching, development, performance management, technical guidance and advice
  • Provides input into department goals and objectives
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
  • Performs other duties as assigned

Education & Specialized Knowledge:


  • Bachelor's degree or college diploma in computer science, electrical engineering, GIS studies, or recognized equivalent
  • Knowledge of regulatory and governmental requirements (OEB Rules and Regulations, PIPEDA and OH&S)
  • Demonstrated expertise and knowledge of electrical utility distribution networks
  • Demonstrated expertise in contract specification development, administration, negotiating and interpretation, property request transactions, departmental equipment specifications/procurement and programming

Experience:


  • Demonstrated experience in a supervisory or lead role, or successful completion of a recognized leadership or supervisory course
  • Experience in a unionized utility environment an asset

Skills/Abilities/Competencies:


  • Strong ability to lead change and engage, develop and motivate teams
  • Strong problemsolving skills with the ability to provide practical and/or innovative solutions
  • Strong written and presentation skills, with the ability to convey information accurately and concisely
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
  • Must hold and maintain a valid class G driver's license
