***Reporting to the Manager, Product Movement, the Team Lead, Technical Operations Control Centre is primarily accountable for maintaining SME knowledge in pipeline control room operations and managing a team that provides technical expertise for line control operations, conducts investigations and provide solutions during process upsets, abnormal operating conditions including leak detection alarms and other pipeline emergency scenarios to maintain safe and reliable operation in the control center. In addition, the Team Lead is accountable for the management of alarms including ownership of the Alarm philosophy document and conducting rationalization efforts throughout the system to ensure TNPI's key performance metrics related to Alarm management meet industry standards. This will ensure that problems related to alarm flooding and operator errors do not lead to upsets and incidents. The Team Lead, Technical Operations Control Centre will also act as the main Control center representative to support project execution activities, participate in project related meetings, help develop new procedures and train line controllers to them.

This job is accountable for ensuring that all aspects of work comply with safe work practices, all applicable codes, standards, regulatory requirements and TNPI's Operational Excellence Management System (OEMS) and provide feedback on potential improvements.

KEY RESPONSIBILITIES

  • Develops and/or reviews/revises an Alarm Philosophy document that establishes and standardizes the basic definitions, principles, and processes to determine, design, document, implement, operate, monitor, maintain and an alarm system.
  • Establishes and stewards a plan to meet requirements, recommended practices for pipeline operations and leads implementation of plan, including regular perform assessments using key performance metrics (KPMs).
  • Works with other necessary parties (e.g., Line Control, Engineering, Field Services, SCADA Manager) on alarm rationalization to reduce alarm flooding.
  • Performs alarm assessments and reviews key performance metrics (KPMs) to identify areas of improvement.
  • Performs weekly reviews, tracking, and adjustment of inhibited, suppressed, tagged and operator enabled alarms to ensure compliance with alarm management plan.
  • Accountable to rectify or eliminate erroneous and nuisance alarms through collaboration with Operations Coordinators, Supervisor, the SCADA Manager, and/or Field Operations.
  • Accountable to create and revise standard or site specific "Alarm Helps" that conform to Alarm Philosophy guidelines.
  • Acts as the SME for Technical areas within the Control center and manages a team to provide daily guidance to line controllers during normal, abnormal and emergency operating conditions.
  • Conducts investigations to troubleshoot and resolve operational risks associated with overpressures, tank overflows, product contamination and extended business disruptions.
  • Provides technical support in closing actions related to incidents, near misses and HIDs.
  • Supports the Supervisor, Product Movement and the Line Controllers by investigating suspected leak scenarios and providing analysis related to leak trends.
