Housing Services (Full-Time Permanent):


The Role and Opportunity:

The Canadian Mental Health Association is looking for a
Leasing & Tribunal Manager for the Housing Services Team. The Leasing & Tribunal Manager is responsible for the tenancy matters of CMHA Toronto's Housing Services Program.

This is done in keeping with the mission, strategic directions and client-centered focus of the Canadian Mental Health Association - Toronto.

The Leasing & Tribunal Manager is responsible for managing new tenant leases, rental arrears, representing the agency in eviction matters, assisting the agency's legal counsel to prepare for major court cases and providing assistance and direction to the Program Manager and housing staff in day-today tenancy matters.

RESPONSIBILITIES

1. Leasing & Tribunal Administration

  • Act as the department sublease signing agent.
  • Collection of rental arrears
  • Consultant to the housing department regarding tenancy matters
  • Represent the agency at the Landlord Tenant Board and Small Claims Court
  • Provide administrative duties and support for litigation to CMHA Toronto counsel on major court proceedings
  • Collect and provide administrative information involving insurance claims

2. Direct Service

  • The Housing Legal Manager will provide direct service to all housing clients with regard to tenancy issues that may affect their ongoing housing stability. This service includes setting up rent repayment arrangements and mediated agreements. These services are an extension to role of the Housing Outreach Workers and are to resolve housing issues.
  • Provide oncall assistance to frontline staff
  • Provide direct service to clients as required

3. Program Administration

  • Ensure relevant program policies and procedures are in place and consistent with CMHA policies and practices
  • Ensure administrative structure is in place for data collection
  • Represent CMHA on external committees
  • Required to attend/participate in CMHA Management Committee and other relevant CMHA committees as necessary
  • Other duties as assigned by the Program Manager of Housing Services

SKILLS YOU BRING

  • Education:
  • Minimum postsecondary education in Paralegal or Court & Tribunal Agent.

Related Experience:


  • Minimum three (3) years of experience working in a similar role
  • Minimum of two (2) years of management or supervisory experience including and demonstrated effectiveness in supporting teams to achieve desired clinical outcomes
  • Understanding and experience working with persons with mental health and/or addictions issues as well as an understanding of landlord tenant issues and legislation
  • Strong understanding of the operation of Supportive Housing Services and the Residential Tenancy Act

Skills Required:


  • Demonstrated success at residential tribunal hearings
  • Demonstrated ability to contribute to a positive learning culture and facilitate the achievement of evidencebased quality care with optimal outcomes.
  • Demonstrated human resource management skills including recruitment and the retention of staff.
  • Demonstrated excellent interpersonal, superior communication, coaching and team building skills that facilitate positive interactions both internally and externally
  • Excellent organizational, problemsolving, and consensus building skills and ability to handle multiple responsibilities and assign priorities
  • Ability to work with diverse communities and demonstrate a nonhomophobic and antiracism approach.
  • Strong interpersonal, communication, coaching and team building skills
  • Excellent proficiency in Microsoft Office
