Scope/ Purpose of the Position:


The Workforce Planning Admin Manager is responsible for the management of recruitment logistics, communication and coordination for the Airports Branch and the administrative organization of the Corporate Resource Planning Team.


Key Functions & Accountabilities:


Corporate Resource Planning - Recruitment Project Management (50%)

  • Lead the Manpower Planning activities for the station from the unstacking process through the planning phase to final staff levels and staffing actions including participation with Union's Alternate Shift Committee
  • Support station management with employee bidding processes for work schedules and vacations
  • Implement monthly manpower plans and provide ongoing feedback & support
  • Control Station manpower adjustments on a monthly basis as required by changes in the schedule or work requirements
  • Manpower tracking and implementing (Headcounts, Longsheet, LOA, OT, RO, etc)
  • Assist and strategically develop the manpower deployment activities and personnel in support of an effective and efficient operation long term and short term
  • Define and analyze important trends affecting workload productivity and effectiveness (such as contact time, arrival patterns, load factor etc) and recommend appropriate action in line with productivity goals
  • Ensure Airport interests and objectives are met by developing and maintaining strong working relationships with key stakeholders: Human Resources and Corporate Training.
  • Lead and facilitate the ATW and BTW recruitment initiatives for Airports.
  • Communicate and provide recruitment with the 90/30 day airport recruitment forecasts and the Corporate Airport requirements based on the Corporate Resource seasonal plan.
  • Closely monitor the recruitment requirements and request updates from the recruitment team on an ongoing basis.
  • Work closely with the recruitment team to ensure consistency in the airports recruitment process.
  • In conjunction with the recruitment team, participate in the review and development of the ATW & BTW recruitment activities/process
  • Provides guidance to the Airports Management team in the selection process for all ATW and BTW new hires.
  • Lead and coach managers on the Airports new hire process and ensure all documentation is current.
  • Provide Unysinc with the new hire projections for uniform processing.
  • Overall responsibility for the management of Airports staffing requisitions for all stations and work groups within North America (including escalations).
  • Responsible for sending approved eStaff to the recruitment team for handling.
  • Chair weekly Mass Hire calls and maintain the 30 day grid of the ATW and BTW recruitment data.
  • Chair weekly Labour Airports Recruitment calls and update union requirements and awards.
  • Liaise with Labour Relations for control and implementation of staffing actions in line with manpower strategies.
  • Engage and build working relationships with all the functional groups and local Union leadership

Resource Systems/Implementation (20%)

  • Collaborate and support Corporate Resource System Airports initiatives and projects.
  • Facilitate training for managers on different systems and processes.
  • Communicate requirements to vendors and obtain updates.
  • Create bulletins for front line work groups.
  • Supports the launch of the "help desk" functions.

T

raining (20%)

  • Work in cooperation with Training Planning Specialist to determine all training requirements
  • Escalate enrolment deficiencies according to staffing projections. Track new hire numbers and record all statistics and variances.
  • Plan the logistics of all new hire training sessions with Resource and Training managers.

General (10%)

  • Manage the administration of Labour negotiations for all unionized work groups. Ensure all tasks are completed.
  • Responsible for logístical planning for Corporate Resources, Employee Reliability and Labour Negotiations Team.

Qualifications

  • College diploma or equivalent planning expertise
  • Strong interpersonal skills and able to work in cooperation with multiple teams.
  • Strong organizational skills, disciplined and self motivated.
  • Prior planning experience.
  • Good working knowledge of the CAW and IAM Collective Agreements.
  • Excellent communication skills (oral and written), well developed interpersonal skills.
  • Applicant must be flexible and willing to work extended hours on occasion; strong personal initiative with little or no supervision.
  • Ability to work well under pressure, deadline orientated.
  • Sound knowledge and proficiency of computer skills including Word, Excel and Power Point.
