In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA's Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.


Reporting to the Provincial Director, Business and Laboratory Transformation, the Strategic Lead, Laboratory Disciplines will guide the executive team of BC's Agency for Pathology and Laboratory Medicine and collaborate with external stakeholders (government and health sector) on the development and implementation of the Agency's strategic service delivery plan in their specialty area of knowledge (discipline), such as Biochemistry, Microbiology, Genomics, Pre/Post Analytics, and Anatomical Pathology.


What you'll do

  • Leadership
  • Collaborating with Agency executive, facilitates the development of the discipline framework aligned with the Agency's overall strategic plan, service delivery plan, and performance agreements with the Ministry of Health and regional health authorities
  • In conjunction with the Medical Discipline Leads, guides planning and assessment for projects with specific diagnostic and clinical questions
  • Represents the Agency on disciplinerelated external and internal advisory committees and working groups
  • Technical
  • Facilitates and leads Agency projects, working groups, and advisory committees to develop strategies for a range of initiatives, including quality improvement; defines the KPIs that fit into the emerging quality framework
  • Provides expert input related to planning service delivery requirements; develops discipline plans to move province to future state within existing resources
  • Maintains ongoing disciplinespecific currency regarding technical, quality, and regulatory requirements and environments
  • Develops organizational knowledge of the discipline within the Agency
  • Contributes technical discipline expertise and guidance to the Agency Analytics and Finance teams, as well as the Test Review and Utilization Management Committees, and other advisory or working groups; ensures data collection, analysis, and test costing are relevant and accurate for the various strategic initiatives
  • Develops relevant key performance indicators that enable the Agency to monitor effective service delivery
  • Identifies and recommends stakeholder representatives for the discipline practice teams
  • Facilitates the effectiveness of discipline/practice teams and recommends areas of continuous improvement
  • Ensures programs are systematically focused on improving laboratory services and positive outcomes for patients
  • Acts as a provincial resource for the development and standardization of guidelines, best practices and/or recommendations, including researching and responding to questions regarding discipline practices.
  • Working Relationships
  • Works with internal and external stakeholders throughout the province including discipline medical leads and technical practice leads within hospitals/agencies, health authorities, private providers of laboratory service, and Ministry of Health representatives
  • Advises Agency Executive Lead, VP of Medicine, and VP of Strategic Planning
  • Works in conjunction with other jurisdictional health care organizations as needed, and national and international disciplinespecific organizations
  • Decision Making
  • Provides specialist advice and recommendations to the Provincial Director, Executive Lead, VP of Medicine, and VP of Strategic Planning for decision making during the development of the Agency's strategic service delivery plan
  • Provides project recommendations and advice to ensure the technical data gathering and analysis provided to management is appropriate for determining the future of laboratory service delivery in BC
  • Organizes and chairs forums, resource groups, meetings, and teleconferences with stakeholders as needed,
  • Financial Responsibility
  • Not responsible for a department or business unit stream.
  • Performs other related duties as required.

  • A valid BC driver's license and access to a personal vehicle for business related travel.

  • Recent related experience in the assigned laboratory disciplines
  • Comprehensive knowledge of the discipline, including relevant standards of practice and new advances
  • Demonstrated ability to communicate effectively, both verbally and in writing, with colleagues, medical personnel, and other health care groups, both one on one and in groups
  • Demonstrated ability to multitask and work under pressure in a constantly changing environment, while organ
