At the Liquor Distribution Branch (LDB) our vision of 'Service. Relationships.

The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C.

We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

Finance is separated into five work groups (Finance Corporate, Finance Wholesale, Regulatory and Compliance, Finance Retail and Shared Services) and provides financial services to all LDB departments.

The Finance division provides financial reporting, advisory services, budgeting, capital asset reporting, and financial transactional processing (banking, accounting payable, accounts receivable).

Finance is responsible for the LDB's enterprise risk management program and oversees regulatory compliance for BC liquor manufacturers/warehouses.


About this role:


The Finance Project Lead manages and directs the development and implementation of project initiatives and Finance strategy within Finance and across the LDB, working with a broad set of stakeholders within the organization, industry, the Province, and provincial and federal regulatory bodies.

The work requires a strong understanding of complex business structures, processes, and IT systems, and how they integrate with those of the Province, business partners, regulators, and tax authorities.


The Finance Project Lead leads professional and management employees, and works in a high-profile, dynamic, results-oriented environment on strategic organizational and government initiatives.

They must negotiate with multiple stakeholders to resolve conflicting priorities and interests.


The Finance Project Lead makes decisions that have considerable long-term impact and is accountable for determining project objectives, and leading discovery, scoping, and delivery to achieve strategic goals.

They identify and maintain collaborative relationships with internal and external stakeholders through strongly influential contact and/or negotiation.

This individual will work with many levels of government and regulatory agencies, including Minister of Finance, Health Canada, Canada Revenue Agency, Canada Boarder Service Agency, and other liquor jurisdictions.

Position requirements:


Education and Experience:


  • Holds a Canadian professional accounting designation (CPA) and is a member in good standing.

If your designation was obtained from outside of Canada, you will need to confirm it has been assessed for equivalency through an applicable Canadian Accounting Association.


  • A minimum of five years of recent, related experience* in a senior leadership role.
  • Recent, related experience must be within the last seven years and including the following:
  • Leading projects and change initiatives for large complex organizations, including leading teams to develop solutions, making recommendations, writing policies, and the development and implementation of new or revised business processes.
  • Leading, managing, and supervising a diverse workgroup of employees and demonstrated related experience in financial management, strategic planning, performance management, and change leadership.
