Job Summary:

The Supervisor of Collections will supervise a team of staff and will develop, implement and pursue collection strategies, systems and procedures to assist in the recovery of current and defaulted Provincial Offence fines while enforcing legal options through various court jurisdictions.


Major Responsibilities:

Reporting to the Manager, Finance & Administration, Court Services Division, the Collections Supervisor's responsibilities include but are not limited to:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Ensures that all accounts with respect to current and defaulted Provincial Offence fines are kept and maintained accurately and overdue receivables are pursued in timely manner utilizing available collection tools
  • Makes required changes in procedures to effect an efficient and prompt collection of all funds outstanding.
  • Participates in negotiating terms of contracts with collection agencies selected in accordance with City policies. Oversees and is responsible for the collection of accounts referred to outside agencies and also ensure that accounts are assigned in a timely manner.
  • Acts as agent for the City (Court Services) at various proceedings, i.e. Superior Court, Small Claims Court and Special Examiners office with respect to Civil Proceedings, Judgement Summons and Examination of Debtors and Motions.
  • Communicates and corresponds with the Mayor's Office and Councillors to resolve constituent complaints concerning collection of outstanding fines.
  • Participates as a member of the management team, providing strong leadership, setting goals and priorities and taking a proactive approach to problem solving.
  • Interprets Provincial Statutes related to the enforcement of Court ordered fines.
  • Interprets Statutes and Regulations and monitors actions concerning the operations of collections agencies contracted by Court Services to collect outstanding fines.
  • Prepares reports for various Committees and Council as required.
  • Compiles and prepares revenue, statistical and performance reports on collection activity of internal staff and contracted collection agencies.
  • Undertakes special projects and assignments as required.

Key Qualifications:


  • Postsecondary education in a discipline pertinent to the position, such as Business Administration, Mathematics, Accounting or the equivalent combination of education and experience
  • Extensive experience with the collection of unpaid fines/receivables in a public sector environment.
  • Experience training, motivating, coaching and supervising or leading staff.
  • Experience using budget and financial systems, such as SAP and experience with analysis and interpretation of financial data and reports.
  • Experience analyzing and interpreting financial data and reports to provide tangible data and recommendations in support of collection activities.
  • Strong knowledge and considerable experience with/of collection legislation, policies and practices in relation to court ordered fines.
  • Considerable experience with MS Office (e.g. Word, Excel, PowerPoint and Access).
  • Considerable experience working with and maintaining relationships with a variety of internal and external stakeholders such as external customers, banks, operating divisions, other City departments, and other levels of government.
  • Considerable experience with government legislation including Provincial Offences Act, Court of Justice Act, Collection and Debt Settlement Act and Occupational Health and Safety Act.
