    Position Summary:

The Project Manager, Development Zoning, is responsible for leading and supporting the delivery of key planning initiatives aimed at increasing the supply of housing within the City, including affordable housing.

Specifically, this role is responsible for the project management and implementation of initiatives related to the City's Housing Accelerator Fund (HAF) action plan, including Official Plan and Zoning By-law amendments to permit up to four (4) residential units per lot in the City where three (3) residential units are presently permitted and to permit up to four (4) storeys within an MTSA along Highway 7 and Yonge and the Newkirk Centre where three (3) storeys or greater are permitted.


Key Duties and Responsibilities:


  • Managing a multidisciplinary consultant team, internal staff project, and technical advisory teams, as well as external agencies, as applicable
  • Managing project scope, deliverables, timelines, and budget while ensuring consistency with the final work plan
  • Working with the consultant team to coordinate and facilitate stakeholder meetings and public consultation
  • Providing regular project updates to the Executive Leadership Team and Council, as required
  • Preparing staff reports and presentations to Council and Committees of Council, as required
  • Coordinating and participating in regular meetings with the consultant team and City staff to advance project work and ensure deliverables and timelines are met within the approved scope and budget
  • Reviewing and providing input on deliverables produced by the consultant team, including draft policies, reports, bylaws, plans, maps, technical analysis, etc., to ensure City and project requirements are met
  • Reviewing and coordinating comments provided by City staff and external agencies, as applicable, on deliverables produced by the consultant team
  • Providing professional planning expertise and opinions to help shape and inform recommendations made by the consultant team
  • Collaborating with internal staff to collect and prepare relevant background data and information required by the consultant team
  • Reviewing invoices from consultants and approving the issuance of payment in accordance with City's policies and procedures
  • Other duties as assigned including assisting the Development Zoning team with the Comprehensive Zoning Bylaw Project

Education and Experience:


  • University Degree in Planning or a related discipline
  • Full membership in the Ontario Professional Planners Institute (RPP) and the Canadian Institute of Planners (MCIP)
  • Project Management (PMP), considered an asset
  • 7 years of Planning or Planning related experience

Required Skills/Knowledge:


  • Strong project management and organizational skills
  • Comprehensive knowledge of the _Ontario Planning Act_, provincial policies and plans, and other relevant planning legislation
  • Proficiency in Microsoft Office Suite, Adobe, etc.; some proficiency with GIS software is an asset.
  • Excellent written and verbal communication skills with experience making presentations in public forums, preparing reports, presentations, briefing notes, and drafting policies and bylaws
  • Strong research, analytical, and critical thinking skills
  • Effective time management skills with the ability to manage competing priorities and deadlines
  • Strong communication and interpersonal skills with the ability to work well with staff, Council, members of the public, and stakeholders
  • Ability to work independently with mínimal supervision and collaboratively as part of a team
  • Solutionoriented problem solver with the ability to exercise good judgement and make sound decisions that maintain the City's best interests
